First article test identifies the first article test requirement incorporated by Clause I43 or I44 of the solicitation. The quantity 1 TE (test) signifies the test requirement. If neither is idicated, the Government will assume the requirement is offered on a 'No Charge' basis. In the event the first article test and approval requirements are waived, an award will not be made. This solicitation include an option quantity in accordance with clause I30/I30a. It contains multiple option contract line items and exercise periods. Offerors shall isert below the available option quantity and price(s) which may be exercised concurrently with or within the specified time period after the award, but before the expiration of the full option period. A mandatory entry is required for the basic option quantity which will be evaluated at time of award -- unless the offerors has entered a lower price for the option quantity ranges to be exercised concurrent with the award and there is a requirement available to exercise the option concurrent with the award. Entries for the price break option will not be used in evaluation of award. Failure to submit an offer on the basic option quantity may result in rejection of the bid/offer. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
