synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement will be conducted
under the Simplified Acquisition Procedures (SAP). The government
intends to acquire a commercial item using FAR Part 12. One (1) each
model number 6428 Swept Tunable Laser Source with wavelength range:
1500-1575 nm; mode-hop-free range: 1520-1570 nm; output power: >6
dBm (1520-1570 nm) and >0 dBm (1500-1575 nm); sweep speed: 1-100
nm/s; sweep linearity: 35 pm total deviation; relative wavelength
accuracy: 35 pm; repeatability: 5pm, resolution: 1 pm; options LV
(LabView Driver) and H (hand pad-remote user interface). NASA/DFRC
intends to purchase the above item from New Focus, Incorporated of
Santa Clara, CA in accordance with FAR Part6.302-1, Only One
Responsible Source (10 U.S.C. 2304(c)(1)). Currently the Flight Loads
Lab at NASA/DFRC requires their own fiber optic strain measurement
system and is currently developing a new strain system identical to one
under development at NASA Langley Research Center. It is essential that
both systems be identical in order to ensure that when results are
compared between the two systems, that if discrepancies exist, system
errors due to the laser can be eliminated. The time and cost to develop
another system would be too costly and would delay the Integrated
Vehicle Health Management Program at NASA/DFRC. The provisions and
clauses in the RFQ are those in effect through FAC 97-16. The SIC code
and the small business size standard for this procurement are 3674,
and 500 employees, respectively. The quoter shall state in their
quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to NASA/DFRCis required within 30
days ARO. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-A7. Quotations for the items(s) described above are
due by 4:00 pm PST on April 25, 2000 and may be mailed to Michelle Vial
of NASA/DFRC, P.O. Box 273 -- Edwards, CA 93523-0273 or faxed to
(661)276-2904, and include solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items

submit a quotation. Quoters shall provide the information required by
FAR 52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. Addenda to FAR 52.212-4 is as follows: 52.209-6, 52.211-16,

applicable and the following identified clauses are incorporated by
reference: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37,

April 25, 2000. Selection and award will be made to the lowest priced,
technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement. Quoters must provide copiesof the
provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
