synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number N00173-00-R-DB03
is issued as a request for proposal (RFP). The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-16 and DFARS Change Notice 20000316.
This RFP is being issued under full and open competition. The standard
industrial classification code is 3827 with a small business size
standard of 500 employees. DESCRIPTION; The following specifications,
which set forth the Government's minimum requirements, are issued on a
brand name "or equal" basis and is not added to each item/component
description, but is, instead, stated here and applies to all items and
components discussed hereafter. The Naval Research Laboratory (NRL)
requirement for CLIN 0001 is four (4) each, wide coverage, medium
altitude visible reconnaissance camera systems and for CLIN 0002, two
(2) spare shutters for the camera systems in CLIN 0001. The following
specifications and salient characteristics represent the Government's
minimum requirements for CLIN 0001: 1.0 Requirement: The contractor
shall provide an ROI CA-261 or equivalent systems. 2.0 The camera must
meet or exceed the following specifications: Imaging: The camera shall
be capable of imaging both side-oblique and downward from medium
altitude. The optical system shall be actively stabilized such that it
is able to reduce the residual motion resulting from aircraft motion
and the camera shall compensate for aircraft forward motion during
exposure. The camera shall use a step-stare mechanism that rotates the
optical unit and moves the field-of-view from side-to-side
perpendicular to the motion of the aircraft, and a de-rotation
mechanism. Field of Regard (FOR): The sensor(s) FOR shall be 180
degrees, from horizon to horizon through nadir below the aircraft.
Field of Coverage (FOC): The FOC is defined as the cross-track angular
coverage regardless of the camera's lens or focal-plane array
instantaneous field of view. The camera shall provide cross-track FOC
of no less than 55 degrees for slant ranges of 25,000 feet or greater,
and true air speed (TAS) of 540 knots or less. The camera shall
provide continuous coverage along the line of flight with a minimum of
10% overlap between image frames or swaths along the line of flight to
prevent holidays in the image segment. The FOC at shorter ranges shall
scale with range. Sensor resolution and image quality: The sensor
shall produce imagery consistent with a pixel angular resolution of 26
microradians. Size/mounting: The camera shall consist of the camera
and one electronics box. The camera shall fit in a volume less than 15
inches by 38 inches by 16 inches. Any additional sensor electronics
shall fit in a space less than 5.3 inches by 11 inches by 18.5 inches.
The reconnaissance camera shall be configured to use the existing
window and flight-certified mount in the Navy's TARPS pod. Weight: The
total weight of the camera system shall be less than 195 pounds.
Power: The camera shall operate from power rated MIL STD-704A or
better. The power shall be no greater than 28 VDC at 4.0 Amps plus 115
VAC, 3 phase, 400 Hz at 1.7 A/phase. Operating Temperature: The sensor
shall operate when the temperatures in the pod are within 50-115
degrees Fahrenheit. The camera shall survive temperatures within -55 C
to + 55 C. The camera shall have auto-correction that allows imaging
within ten minutes after the ambient temperature in the mounting bay
reaches this range after the camera is cold- or hot-soaked. Vibration
Environment: The camera shall a demonstrated capability to operate in
the normal vibration environment of a TARPS pod on an F-14 during
steady, low-maneuver, high-speed flight. Vibration isolation, if any,
must be a passive mechanical coupling self-contained within the camera
housing. Camera Survivability: The sensor system shall be designed and
previously Navy flight safety certified for normal surface- and
carrier-based takeoffs and landings in a TARPS pod. The camera shall
have a demonstrated capability to survive in a stowed or standby mode
the full F-14 maneuver envelope without degradation of performance.
Control interface: The camera shall have an RS-422 interface that
provides camera mode and recorder control. Modes of operation include
wide area and stereo coverage with multi-aspect imaging. Digital image
interface: The camera shall provide a digital image compressed by a
real-time vector quantization algorithm compatible with the NAVIS
groundstation. The electrical interface shall be to an Ampex DCRSi 240
digital tape recorder to be located in an adjacent bay of the TARPS
pod. The maximum data rate of the compressed imagery from the camera
shall be less than 84 megabits/sec. The camera shall send to the tape
recorder in header format all camera operating parameters required to
interpret the imagery and all operating parameters supplied to the
camera. The minimum image size is 5,000 by 5,000 pixels at a minimum
rate of 2.5 frames per second. Down-sampled image interface: The camera
shall provide an image of spatially down-sampled pixels in RS-170
output for monitoring the camera. Built-in-Test (BIT): The camera shall
provide BIT in both continuing and initiated modes to isolate faults to
the major assembly level. Documentation: Operation and maintenance
manuals shall be delivered with each camera. Testing: The contractor
shall do the standard factory testing to determine that each camera
meets these specifications and shall supply test results with each
camera. CLIN 0002. The following specifications and salient
characteristics represent the Government's minimum requirements for
CLIN 002: Two (2) spare shutter assemblies that are compatible with the
camera in CLIN 0001 shall be provided. They must contain all of the
moving components that operate during exposure of the camera, and the
assembly must be removable and replaceable as a unit. The Required
deliver date is six (6) months after date of contract for one (1)
camera and the spare shutter assemblies. The remaining cameras shall be
delivered at the rate of one (1) camera per month thereafter. The
contractor shall deliver supplies, all transportation charges paid, to
destination in accordance with the clause in titled FAR 52.247-34 FOB

requirement applies to information technology (IT) that processes
date-related information. All such IT delivered under this contract
shall be Year 2000 compliant as defined at FAR 39.002.2.) REQUIREMENTS
FOR ON-SITE CONTRACTORS -- For those portions of the work under this
contract performed at any NRL site, the contractor shall comply with
