is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). SOLE
SOURCE NASA/KSC intends to purchase from Systran Corporation on a
solesource basis. Systran is the only known source for this
procurement. This notice is being issued as a Request for Quote (RFQ)
for the following: ITEM NO. 1 Systran Corp. Part No. H-AS-D6VME01M-20,
SCRAMNET+ Network Interface, VMEbus, 1 Mbyte Memory, with Standard
Fiber Optic TX/RX Media Card. Quantity: 22 each. ITEM NO. 2 Systran
Corp. Part No. H-AS-DPCINO1M-20, SCRAMNET+ Network Interface, PCI Bus,
1 Mbyte with Standard Fiber Optic TX/RX Media Card. Quantity: 8 each.
ITEM NO. 3 Systran Corp. Part No. CKDM-NTPCPC2S-EA, SCRAMNET+ Software
Kit for PC. Contains driver and hardware confidence test software,
documentation, and media. Used with Pentium, PCI, WindowsNT 4.0.
Quantity: 1 each. ITEM NO. 4 Systran Corp. Part No. CLIC-NTPCPC2S,
SCRAMNET+ WindowsNT Driver Software License. Qty: 1 each. ITEM NO. 5

Quantity: 8 each. ITEM NO. 9 Systran Corp. Part No. CLIC-VXM2VC1S,
SCRAMNET+ Motorola MVME2700 PowerPC driver Software License. For
VxWorks 5.3. Quantity: 22 each. The provisions and clauses in the RFQ
are those in effect through FAC 97-15. The SIC code and the small
business size standard for this procurement are 5045 and 100,
respectively. Delivery shall be FOB Destination to NASA/Kennedy Space
Center, Florida. Delivery is required 45 days after award of the
contract. The DPAS rating for this procurement is DO-C9. Quotations for
the items(s) described above are due by Close of Business on April 28,
2000 and may be faxed to Susan J. Wall, OP-OSO at FAX No. 321/867-1141
and include, solicitation number, FOB destination to this Center,
proposed delivery schedule, discount/payment terms, warranty duration
(if applicable), taxpayer identification number (TIN), CAGE Code
number, identification of any special commercial terms, and be signed
by an authorized company representative. Quoters shall provide the
information required by FAR 52.212-1. Quoters must provide copies of
the provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
of the form via the Internet. The Representations and Certifications
required by FAR 52.2l2-3 may be obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference: 52.203-6, 52.219-8, 52.219-23,
52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1,
52.225-3, 52.225-15, and 52.232-34. NFS Clause 18.227-86 Commercial
Computer Software-Licensing (December 1997) is applicable. The offeror
shall provide, operate, and/or maintain information technology (IT)
that is Year 2000 compliant, and shall demonstrate through
documentation that IT to be provided is Year 2000 compliant. The
offeror shall also warrant in the quote that IT to be provided is Year
2000 compliant. The FAR may be obtained via the Internet at URL:

end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter
shall so state and shall list the country of origin. By submission of
its offer, the offeror represents that, if it is subject to the
reporting requirements of 37 U.S.C. 4212(d) (i.e., the VETS-100 report
required by FAR clause 52.222-37, Employment Reports on Disabled
Veterans and Veterans of the Vietnam Era), it has submitted the most
recent report required by 37 U.S.C. 4212(d). The Offerors shall submit
their Commercial and Government Entity Code or information as
requested in Section B of the DD Form 2051 with their Offer in
accordance with Kennedy Space Center (KSC) Clause 52.204-94 as
described in the clause. The following is KSC Clause 52.204-94: KSC
52.204-94 COMMERCIAL AND GOVERNMENT ENTITY (CAGE) CODE REPORTING (SEP
1998) (a) NASA's Integrated Financial Management Project (IFMP)
requires a CAGE Code prior to award. Information about CAGE codes may
be obtained from the following URL:
http://www.dlsc.dla.mil/cageserv.htm. (b) The Offeror is requested to
enter its CAGE Code on its offer in the same block with its name and
address. The CAGE code must be for that particular name and address,
not for its parent or other corporation affiliation. If there is not a
specific block for completion, the Offeror shall identify the CAGE
code by using the term CAGE prior to the number. (c) If the Offeror
does not have a CAGE code, the Offeror shall complete Section B of DD
Form 2051 (or computer generated facsimile), Request for Assignment of
a Commercial and Government Entity (CAGE) Code, and submit it to the
Contracting Officer. The Contracting Officer will complete Section A of
DD Form 2051, and request the CAGE code from the Defense Logistics
Services Center (DLSC). Upon receipt, the Contracting Officer will
notify the Contractor of its assigned CAGE code. (d) The Offeror must
not delay submission of its offer pending receipt of a CAGE code.

aggregate basis) to the lowest priced, technically acceptable quoter.
Technical acceptability will be determined by information submitted by
the quoter providing a description in sufficient detail to show that
the product quoted meets the Government's requirement. It is the
