combined synopsis/solicitation for commercial services prepared in
accordance with the format of FAR subpart 12.6 and FAR Part
13-Simplified Acquisition Procedures. This announcement constitutes the
only CBD solicitation. Proposals are being requested and must be
received by 4:30 p.m. PST on May 8, 2000. Submit two copies of the
proposal to Lily Savic, US EPA, 1200 Sixth Avenue, OMP-148, Seattle, WA
98101. Period of Performance: May 15, 2000 through December 31, 2000
with (2) one year option periods. 1) Warehousing Services of all
product owned by EPA and not currently installed. a) Monthly product
verification and computerized spreadsheet provided to EPA reflecting
all pull sheets and inventory updates. Spreadsheets must be in Lotus
1-2-3 format and emailed to EPA project manager on a regular schedule.
b) Verification that product exists in warehouse when queried by
contractor responsible for design, or by EPA project manager. c)
Safeguarding of product in a clean environment. d) Shipping and
receiving services. e) Unwrapping and off-gassing of any newly
purchased product. f) Transport of product between EPA offices and
warehouse. g) Occasional palletizing/shrink-wrapping of product may be
required. h) Location of warehouse within 20 miles of downtown Seattle
area. i) Storage requirement: approximately 1,000 sq. ft. of product
per month to be warehoused. Actual sq. ft. being used at warehouse to
be reflected in monthly warehousing charges and available upon inquiry.
j) Approximately 70 hours per year of warehousing services (performed
monthly) 2) Major Reconfigurations of existing product (multiple full
workstations at a time). a) Design of layouts for approval by EPA
project officer. b) Contractor responsible for design will verify that
product exists on-site or in warehouse to accomplish layout. c)
Schedule of work on reconfigurations will be coordinated between the
contractor and the EPA project officer; work will ordinarily be
accomplished during the workday. d) Approximately 200 man-hours of work
will be assigned to this task per year. 3) Minor Adjustments to
components within existing workstations. a) Coordination is required
monthly between the EPA project officer and the contractor to review
the requested minor adjustments in advance of the scheduled work day to
ensure designs are appropriate and product is available. b) Comparison
of product in warehouse and existing to ensure adjustments are
possible. c) Minor installations/deinstallations are accomplished on a
monthly basis. d) Coordination with EPA Project Officer and with all
affected office analysts. e) Prepare alternative design proposals to
accomplish desired result if typical product is unavailable. f)
Occasional field alteration of components to fit specialized
applications. g) Approximately 400 man-hours of work per year,
performed monthly. 4) Design and Installation of new Haworth
components. a) Design consultation as needed to create the most
effective workstation layouts. b) CAD designs as requested by EPA
Project Officer and contractor (75 hours per year) c) Provision to EPA
Project Manager of a Haworth specifier or other verified hard-copy
list of parts to order. d) Installation to occur during workday when
possible; some after hours. Prior authorization From EPA Project
Officer required for overtime work. e) Possible occasional transport of
product and installations to be accomplished in other EPA Region 10
offices (locations are: Lacey, Richland, Port Orchard, Spokane,and
Yakima, WA; Boise, and Coeur d'Alene, ID; and Portland, and LaGrande,
OR). In bid, contractor to shall price out one visit to Portland,
Oregon with installation or configuration of 12 cubicles. If
installation does not occur in a given year then hours alloted can be
utilized for miscellaneous expenses within contract. f) contractor must
be able to communicate electronically to transfer AutoCAD R14 drawings,
spreadsheets, specifiers, etc. over e-mail. g) If contractor has email
capacity to wireless cellular or to pager then contractor should
supply email accessfor more efficient communications. h) EPA utilizes
internal staff for initial pre-design of modular furniture layouts.
Contractor CAD operator must assist EPA staff in learning new Haworth
modular components for EPA internal ACAD modular design work. (Estimate
10 hours per year.) i) EPA onsite contractors and personnel need to be
familiar with installation and deinstallation process. Installer to
provide one day training session and provide one set of tools. 5) Spot
cleaning services. a) Estimated 40 hours per year of spot cleaning
services. 6) Additional task. a) Provide Haworth modular furniture
components as needed. Prior written approval must be obtained from the
EPA project manager. Contractor will be reimbursed upon invoicing EPA,
the GSA schedule pricing (less any discounts) for providing the
components. Based on historical utilization, approximately $100,000
worth (list price) of Haworth product purchased per year. 7) Technical
evaluation criteria. a) Experience designing existing Haworth lines.
b) Experience installing existing Haworth lines. c) Association with
Haworth in order to maintain up-to-date knowledge of emerging product
lines, maintenance techniques, product safety alterations, etc. d)
Experience warehousing modular furniture or other similar product. e)
CAD design expertise, using Haworth icons. f) Proven competence in
producing accurate specifiers for newly ordered product. EPA Project
