This procurement will provide agency wide Support Services for Research and Development activities for the Defense Advanced Research Projects Agency (DARPA). The contractor shall provide administrative, logistical, analytical and technical information services to support various offices within DARPA. The contractor shall provide the resources, including personnel and materials to support the Agency's requirements. The award shall be based on 'Best Value". The Government will determine best overall value on the basis of the following Evaluation Factors (in descending order of importance): (1) Offeror Submission; (2) Offeror Capability (3) Price or Estimated Cost and Fee. Under the Offeror Capability the offeror will be evaluated on the following: (1) Relevant Experience (2) Past Performance/Financial Stability (3) Personnel Resources (4) Understanding of the Work (Oral Presentation). Oral presentation will be determined by the Government, if necessary to further assess offeror capability/understanding of the work. This contract will be a Cost Plus Fixed Fee Completion type contract for one base year and four option years. A total of 311,655 labor hours are estimated for the base and option years.
