NASA/MSFC plans to issue a Request for Quotation (RFQ) for Laser
Lightcraft Performance Methodology. The Contractor must have a thorough
working knowledge of how to improve the current computational plasma
aerodynamics methodology by implementing new physical and numerical
models, such as non-equilibrium radiation and non-reflective boundary
condition for predicting the coupling coefficient of laser propelled
vehicles. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/MSFC intends to purchase the R&D
effort from Engineering Sciences, Inc., 1900 Golf Road, Suite D,
Huntsville, AL 35801. Engineering Sciences, Inc. specializes in
computational plasma aerodynamics, non-equalilibrium radiation,
unstructured-grid fluid dynamics, non-equilibrium kinetics, laser
radiation, and heat transfer which qualify ESI to develop Laser
Lightcraft performance methodology. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26.
Interestedorganizations may submit their capabilities and
qualifications to perform the effort in writing to Kimberly R. Day no
later than 4:30 p.m. local time on April 28, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
