E-MAIL: Kimberly R. Day, kimberly.day@msfc.nasa.gov. NASA/MSFC plans to issue a Request for Quotation (RFQ) for Laser Lightcraft Performance Methodology. The Contractor must have a thorough working knowledge of how to improve the current computational plasma aerodynamics methodology by implementing new physical and numerical models, such as non-equilibrium radiation and non-reflective boundary condition for predicting the coupling coefficient of laser propelled vehicles. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the R&D effort from Engineering Sciences, Inc., 1900 Golf Road, Suite D, Huntsville, AL 35801. Engineering Sciences, Inc. specializes in computational plasma aerodynamics, non-equalilibrium radiation, unstructured-grid fluid dynamics, non-equilibrium kinetics, laser radiation, and heat transfer which qualify ESI to develop Laser Lightcraft performance methodology. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interestedorganizations may submit their capabilities and qualifications to perform the effort in writing to Kimberly R. Day no later than 4:30 p.m. local time on April 28, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
