National Oceanic and Atmospheric Administration (NOAA), Aeronomy
Laboratory (AL) proposes to negotiate on a sole source basis under the
authority = of 41 U.S.C. 253(c)(1) with the National Center for
Atmospheric Research (NCAR) to characterize and quantify a range of
selected organic trace gases from samples collected aboard NOAA=92s =
WP-3 aircraft during the TEXAS 2000 Air Quality study. Dr. Elliot Atlas
of NCAR will provide a pod-mountable whole air sampler consisting of 39
stainless steel canisters and the requisited pumping and control
systems to be installed on NOAA=92s WP-3 aircraft. The NCAR =
researchers will clean and maintain the sampler in the field. The
samples will be analyzed at = NCAR using cryogenic preconcentration,
gas chromatography and several detectors including mass spectrometric
and flame ionization. The results of the trace gas measurements will be
examined to characterize the different chemical source regions in the
TEXAS 2000 study area. = Further analyses will include use of the trace
gas measurements as part of the comprehensive photochemical and
transport studies for TEXAS 2000. The data will be discussed in data
workshops (typically 7 -- 9 months after the field campaign), in
presentations at national meetings such = as the American Geophysical
Union (typically 1 -- 1.5 years after the field campaign) and in one or
more manuscripts to be submitted to refereed journals such as Journal
of Geophysical Research. This procurement is being conducted per FAR
Part 13, Simplified Acquisition Procedures. This synopsis is issued for
information only. No competitive solicitation is planned. No award will
be made on the basis of requests in response to this notice.
Information submitted in response to this notice will be used solely to
determine whether or not use of competitive procedures to fulfill this
requirement would be in the Government=92s best interest and must
