Sought N00178-00-Q-1036, vaughangr@nswc.navy.mil. The Naval Surface
Warfare Center, Dahlgren Division (NSWCDD) Weapons Systems Department
is seeking sources capable of producing an alternative or replacement
system for the United States Marine Corps Tube Launched Optically
Tracked Weapon System (TOW). Through the remainder of this document
this system will be referred to as the Anti-Armor Weapon System, Heavy
(AAWS/H). This is a Request for Information (market survey) for
information purposes only and not a request for proposal or
announcement of a solicitation. The purpose of this market survey is to
identify sources that may be capable of upgrading/replacing the current
system with a system of the following requirements, while maintaining
or improving the performance of the existing system. A proposed system
that would result in any significant performance degradation will be
unacceptable. The AAWS/H should have a fire and forget capability. It
is desired, but not necessary, that the AAWS/H have the capability of
launching the current stockpile of TOW ammunition with no degradation
in performance. The proposed AAWS/H must demonstrate a high degree of
lethality against current and future Main Battle Tank threat targets.
Capability against other targets such as bunkers, fortifications,
personnel, material, and lightly armored vehicles is desired. The
current TOW levels of RAM should be maintained or improved. The
proposed AAWS/H should be capable of being mounted and employed from
the current TOW prime mover-HMMWV without performance degradation. The
proposed AAWS/H is desired to have a fire-from-enclosure capability.
Reduced launch signature, to help the gunner avoid enemy detection
after launch, is desired. The AAWS/H should increase the range of the
current system to allow Marines to employ the system at maximum
standoff ranges, preferably outside of the effective range of enemy
Main Battle Tank countermeasures, munitions, and systems. The range of
the proposed AAWS/H should be 4000 meters minimum. The AAWS/H should
have an integrated Armor Active Protective Systems countermeasure
capability. The system must be operable and maintainable in all
climatic conditions in which the Ground Combat element (GCE) of the
Marine Air-Ground Task Force (MAGTF) operates. This includes darkness,
dust, smoke, battlefield obscurants, and extreme heat, cold and high
humidity. An Initial Operational Capability is desired in 2006.
Interested and capable companies are requested to submit a white paper,
(3 copies), which outlines concepts to meet the above requirements,
along with a rough order of magnitude (ROM) cost, and schedule for
completion of the development. The USMC as a basis will utilize the ROM
cost for the FY04 POM cycle. Proprietary technical approaches may be
set forth in the white papers and will be protected in accordance with
