D -- THIS IS A CORRECTION TO A PREVIOUS ANNOUNCEMENT -- MAINFRAME COMPUTING SERVICES DUE 050200 POC Contracting Officer, Tom Anson, 618-229-9727, ansont@scott.disa.mil The response date has been extended one day to 5/2/00 and the text has been changed to read: DISA WESTHEM is SEEKING INFORMATION FOR PLANNING PURPOSES from potential sources who may be interested in providing MVS capacity on demand at the DISA facility at Defense Megacenter (DMC) Mechanicsburg, PA. A key element of this RFI is that DISA would pay based upon CPU usage. It is the Government's intent to pay based only upon the capacity actually consumed, in a manner comparable to payments made to an electric utility for energy actually consumed. Prospective contractors would provide services similar to those currently obtained from an IBM R-95 Mainframe CPU at DMC Mechanicsburg, PA. Additional host computers may be configured in this requirement. The contractor will provide all equipment to meet the processing loads described below. The DMC's current capacity requirements are characterized as follows: an average of 244 MIPS used each month; weekday average of 303 MIPS; the highest 5 hours of each weekday averages 381 MIPS; peak of 397 MIPS for approximately 10 hours per month; 397 MIPS in at least one 15 minute interval in 110 hours out of 552 weekday hours per month. The DMC's capacity on demand requirements are characterized as follows: nondisruptive capacity upgrade on demand; support for unprogrammed mission growth estimated to be 10% per year. Current response time requirements are: one (1) second average for TSO, 3 second maximum for TSO, 0.2 second average for CICS, one second maximum for CICS, 4 second average for Datacomm, 10 second maximum for Datacomm; this may be tailored by the vendor. DISA proposes making payments based upon measured actual consumption by using System Management Facility (SMF) type 30 and type 110 records, along with Resource Measurement Facility (RMF) type 70 records. Note -- these record types will not provide the TSO or Datacomm response time figures. An alternative payment schema may be proposed by the vendor.
