Standards and Technology (NIST) intends to negotiate with
Spectra-Physics Lasers, Inc., Mountain View, California, on a sole
source basis for the following service agreements: Platinum on-site
maintenance agreements for Spectra-Physics Argon Ion Lasers, Models
2030-15, 2045E-20/5.0s, and 2030T-20 for the period of one year. The
agreement covers travel, labor and parts (excluding consumables). Also
included are two preventive maintenance (PM) visits and ECO
reliability updates. During the PM visits, all consumables shall be
replaced. The plasma tubes have unlimited hours coverage. System 2 is
quoted as a 2040-20. System 3 is quoted as A2030-15. The period of
performance shall be for one year from date of award. There is also
three additional one year option periods. F.O.B. Destination,
Gaithersburg, Maryland. The Government intends to solicit one source
under the authority of FAR 13.106-1(b), because Spectra-Physics is the
manufacturer of the equipment and the only known sourcewith the
technical expertise and replacement parts availability necessary to
provide on-site service, which is required to prevent long periods of
equipment downtime. This notice of intent is not a request for
competitive proposals. However, all interested parties may submit a
capability statement. All statements received within 10 days of the
publication date of this synopsis will be considered by the Government.
A determination by the Government not to compete the proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered solely
for the purpose of determining whether to conduct a competitive
procurement. Written responses shall contain sufficient documentation
to establish a bone fide capability to fulfill the requirement. A
