A NOTICE OF RFP ISSUANCE. The Air Force Technical Applications Center
(AFTAC) is seeking sources to provide technical and support services
for the sustainment and maintenance trips to the Peleduy, Russian
Seismic Array. AFTAC has the responsibility to sustain and maintain
this array to support international and national nuclear treaty
monitoring requirements. A contract will be awarded to provide
in-country (Russia) support to AFTAC and the Special Monitoring Service
of the Ministry of Defense of the Russian Federation prior to, during
and following site visits to the Peleduy, Russian Seismic Array.
Contractors must show technical expertise and experience in geophysics,
seismology, seismic array, installation and maintenance, and
communications. The contractor must demonstrate an understanding of and
possess knowledge Comprehensive Test Ban Treaty and the technical
requirements associated with the treaty. The contractor must
demonstrate a previously established working association and
relationship with the Special Monitoring Service of the Ministry of
Defense of the Russian Federation. The support activities will include
in-country technical support and trip coordination, trip logistics and
administrative support (airport pick-ups/drop-offs, airport escort,
drive in town, hotel reservations, and in-country flight reservations).
The support will also include conference coordination, translation
services, facilitation of technical discussions, and on-site support
for Joint Commission meeting in Moscow, Russia. The period of
performance will be a 4 month base period and four 1-year options. All
sources capable of providing these services are being thought. Firms
are invited to submit appropriate documentation, literature, brochures,
and references that support they possess the required experience and
capabilities to meet or exceed stated requirements. Responses must meet
the following: (1) name and address of firm; (2) size status in
relation to the applicable Standard Industrial Classification (SIC)
Code 7389 (size standard $5 Million); (3) address if they are large,
small, (8a), woman owned, certified Hubzone or otherwise classified as
a small disadvantaged business in their responses; (4) number of years
in business; (5) technical capabilities; (6) present and past
experience; and (7) subcontracting arrangement. Responses shall be
submitted to 45 CONS/LGCDB, Attn Edith Acton, 1030 South Hwy A1A, MS
1000, Patrick AFB FL 32925-3002 by COB 02 May 00. This synopsis is
intended to identify sources of service for information and planning
purposes only, and it is not construed as a commitment by the
Government. The Government does not intend to award a contract on the
basis of this sources sought announcement or to otherwise pay for
information requested. Respondents will not be notified of the results
of requests. Availability of any formal solicitation will be announced
