NUMBERED Note 25 -- "COLLECT MEASUREMENT AND SIGNATURE INTELLIGENCE" Notice for BAA I2WD 2000: Solicitation DAAB07-00-R-K501 issued on 12 October 1999 is a Broad Agency Announcement (BAA) for research efforts through FY '05 for various areas in support of the Intelligence and Information Warfare Directorate (I2WD). This notice is posted to the solicitation in order to clarify miscommunication that may have occurred during informal discussion with the Government Technical Point-Of-Contact (TPOC). This notice is also intended to amend the solicitation for update of information, such as point-of-contact and to focus interest upon specific topic areas. Proposals may be submitted at any time for evaluation and may be selected for award based on technical merit and availability of funds. However, the Government TPOC, during informal discussions, may have incorrectly conveyed that the Government was not accepting proposals. This miscommunication occurred because funding was not available for potential awards. The intent of the TPOC was to keep an open dialog in order to relate any specific application(s) of the topic interest. The Government hereby expresses particular interest in proposals for the topic entitled "Collect Measurement and Signature Intelligence" (MASINT) and component discipline "Radio-Frequency Intelligence" (RINT). Proposal(s) should focus on airborne applications for MASINT sensors. Awards are possible for the 3rd and the 4th quarter FY 00. Notices, such as this one, will be posted periodically to highlight the topics of immediate priority to the Government. Also, such notices may update information or expectations under this BAA. During the five years, the Government may have a greater interest in developing some topics over others. Also, please note that funds may be available at a particular time for particular research interest topics. In addition to the above clarification of the process of receiving proposals against topics to award and the focus of specific application for MASINT, please note the following general changes with this BAA. 1.
