this office is seeking to prequalify design/build contrtactors for a
project in Louisville, Kentucky. The project consists of the
design/build expansion of the Processing and Distribution Center, 1420
Gardiner Lane, Louisville, KY 40231-9997. Design services and design
support services will be required as well as construction activities.
The project will require sequential phased construction in and around
an active mail processing plant. Coordination will be necessary for the
scheduling of the work. Temporary facilities will be required and are
to be constructed to keep plant services in full operation during the
renovation. The expansion includes sitework, the existing BMEU will be
relocated to the new addition, renovations within the existing mail
processing building, and the addition of approximately 86,000 gross
square feet. No work is contemplated on the Vehicle Maintenance
Building. Controlled contractor personnel and traffic access to the
building will be required. Work in the new expansion and renovation
areas includes a new fire alarm system, structure wiring system, a new
Inspection CCTV system, security camera system, extensive HVAC work,
and the related construction trades required for the expansion. The
entire project (design and construction) shall be performed within 500
calendar days from the date of receipt of Notice to Proceed. The
selection, negotiation, award, design, and construction will be
accomplished in the following phases. Phase I -- Prequalification of
design/build firms. Phase II -- The successful prequalified firms will
be requested to submit a project specific Management Plan and Fixed
Price proposal for the design and construction of the facilities.
Functional Design drawings and specifications and other requirements
will be provided by the USPS with the request for proposals, that will
be used as a basis for the proposal. Phase III -- After final approval
of funding by the Postal Service and successful negotiations, a
contract will be awarded and the successful design/build firm will
proceed with the completion of design documents to 100%, and
construction of the facility. Experience Requirements are as follows:
(1) A minimum of five years experience as a Design/Build entity. (2) A
minimum of two comparable projects, ongoing or completed within the
past five years. Comparable projects" are defined for the purposes of
this solicitation as building expansions to existing facilities with
construction complexity to be equal to or greater than light
industrial. Comparable cost range must be a minimum of $6 million. A
management plan to identify on-site staffing & key personnel
assigned to this project, with appropriate resumes and applicable SF
254/255's are required with this proposal. The Prequalification
Evaluation is based on a 100-point total system,
(Experience/Performance -- Comparable Experience -- 45, Non-Comparable
Experience -- 20, Organization -- 25, and Company Safety Program --

proposal using one of the methods offered by the Postal Service (First
Class, Priority Mail, Express Mail.) To expedite receipt of
solicitation packages, FAX a copy of your check or money order before
mailing it. If FAX is received before 1:00 p.m., the Prequalification
Solicitation will be mailed that day using Express Mail. Check the

The U.S. Postal Service, Design & Construction Field Office, is
seeking and encouraging participation of Minority-Owned and Woman-Owned
businesses in this project. This is a negotiated procurement,
therefore, offers will not be publicly opened, and no information can
be made available until after selection of the prequalified
