of providing all labor, supplies, materials, supervision,
transportation, equipment, and all else necessary to complete the
Repair of POL Pits at Seymour Johnson AFB, NC. The work involved
includes, but is not limited to, repair/enlargement to aircraft fueling
valve pits of four refueling laterals under KC-135 aircraft ramp.
Concrete slab removal/replacement, piping and valve repairs to aircraft
refueling systems and paint striping. All work shall be in strict
compliance with the specifications and drawings. This will be a
Firm-Fixed-Price construction contract with 240 days construction
performance time. This action is being considered for 100 percent
set-aside for HUBZone small business concerns. Interested HUBZone small
business concerns should indicate interest, in writing, as early as
possible but not later than 15 calendar days of this notice by
providing to the Contracting Office as a minimum the following
information: (a) a copy of the certificate issued by SBAof your
qualifications as a HUBZone concern; (b) a positive statement of your
intention to bid on this contract as a prime contractor; (c) evidence
of experience in work similar in type and scope to include contract
numbers, project titles, dollar amounts, and points of contacts and
telephone numbers; (d) provide evidence of bonding capability to the
maximum magnitude of the project to include both single and aggregate
totals. All of the above must be submitted in sufficient detail for a
decision to be made on availability of interested HUBZone concerns.
Failure to submit all information requested will result in a contractor
not being considered as an interested HUBZone concern. If adequate
interest is not received from HUBZone concerns by close of business 15
calendar days from the date of this notice, this solicitation will be
issued on an unrestricted basis without further notice. Therefore,
replies are requested from all concerns as well as from HUBZone
concerns. The estimated dollar value of this project is between $1
million and $5 million. The applicable Standard Industry Classification
(SIC) for this acquisition is 1799 with a three-year average annual
small business size standard of $7 million The successful contractor
will be selected using performance/price tradeoff procedures, resulting
in the Best Value to the Government. Performance is significantly more
important than price. A small business subcontracting plan (with
separate goals with small business, HUBZONE small business, small
disadvantaged business, and woman-owned business concerns) will be
required to be negotiated prior to and included in the award of this
project if it is made to a Large Business concern. It is anticipated
that the solicitation will be issued electronically on or about 22 May
00 on the Governments Electronic Posting System (EPS) at www.eps.gov.
Paper copies are not available. You must register on that site in
order to receive notification of changes to the solicitation. Please
