Wright-Patterson AFB OH anticipates a competitive commercial
acquisition for a trailer capable of holding a government-furnished
generator. General requirements: tandem axles 7000 lbs Gross Trailer
Weight (GTW), with a maximum cargo capacity of 4000 lbs including
generator and two fuel tanks (2000 lbs), anticipate normal load of 900
lbs max of 1500 lbs of cargo in addition to generator, weight
distribution should be approximately 60% forward of the center of
gravity based on the generator with full fuel load, the normal load of
900 lbs. Frame -- capable of supporting maximum for limited use on
unimproved roads and offroad towing; Tires should be radial and of
proper load rating; Clearances: minimum 10 in ground clearance, minimum
trailer length of 14 ft not including tongue, maximum trailer length of
18 ft not including tongue, minimum trailer width of 7 ft wheel to
wheel, maximum trailer width of 8 ft wheel to wheel; Color for painted
surfaces: oxford white (matched to Ford truck); Electric brakes with
breakaway safety switch and manual controller installed in the truck
within easy reach of the driver, Wiring harness matched to tow
vehicle's, Install any additional components required for electric
brakes on the tow vehicle; Ball or pintle hook connection compatible
with the truck's hitch receiver with safety chains and hooks, The
receiver head for the ball or pintle hook trailer hitch shall be
included, Hitch shall be lockable using a padlock; Running lights
meeting federal highway standards, Lighted license plate holder; Tongue
jack with wheel for raising and lowering the hitch on and off the ball;
Fenders for all four wheels, if fenders are not integrated into the
cargo compartment; Front of the trailer (cargo box) shall be protected
from road debris, i.e., stainless or aluminum diamond plate or similar
corrosion resistant material not requiring painting; Options separately
priced -- skids pads/wheels on bottom rear of trailer to protect frame
from dragging on uneven surfaces; Generator -- the Contractor shall
install a government-furnished generator (MQ Power DCA-25SSIU) on the
trailer. The generator shall be attached to the frame. The generator
weighs approximately 2000 lbs with a full fuel load. The dimensions of
the generator are 3'X5'X6'(LXWXH), including the integral fuel tank.
There are two separate diesel fuel tanks. One is integrally mounted
with the generator and shall remain in its current configuration. The
auxiliary tank is LXWXH currently attached to the generator's frame and
under the generator. The primary flow of fuel is from the auxiliary
tank to the generator with the integrally mounted tank feeding fuel
into the auxiliary tank. This flow sequence shall be maintained. The
generator is currently trailer-mounted. The contractor will be
responsible for the removal and installation. The original generator
trailer shall not be damaged and shall remain serviceable after removal
of the generator. Customer's preference is the generator trailer be
mounted perpendicular to the axles behind the cargo box. The floor of
the generator should be corrosion resistant non-slip surface,i.e.,
diamond plate. Recessed tie down points approximately two feet around
the perimeter of the generator area. Separate Equipment Items -- Spare
tire that is the same size as standard trailer tire with storage
mount. Three ton hydraulic bottle tire. Lug wrench matching wheel lugs.
Two fire extinguishers 20 lbs, Class ABC rated mounted on rear of the
cargo box lockable with padlock. Cargo Box -- Minimum interior
dimensions 7'LX7'WX6'H (LXWXH) usable inside dimensions. Height
dimension should not exceed 7 ft. Roof shall be capable of supporting
a 250-lb person walking on the roof without damage. One hinged door on
curb side of cargo compartment, minimum 36"" wide with bar and cam
locks and lockable (padlock). Roof ventilation hatch with integrated
12-volt fan, i.e., fantastic fan or equivalent with manual switch. Tie
down points on the floor every 24 inches. Slip resistant cargo floor.
Two internal 12-volt incandescent lights installed on centerline of
the cargo compartment. Switch(es) should be by the door. External
12-volt halogen lights -- two mounted on rear wall near top edge of the
cargo box. They may be adjustable i.e., external swivel mounts (mounted
to illuminate generator area), one surface mounted over the cargo door,
each light should have an external weatherproof on/off switch for each
light; one 12-volt deep cycle marine battery, with recharge capability
from the generator, mounted in protective, locked box, preference is
near front on trailer tongue. Slip resistant flooring. Install a
minimum of three strips of Unistruts horizontally around the interior
of the cargo compartment including the door. Top strip should be 6-9
inches down from the roof, middle strip approximately centered between
floor and ceiling and bottom 9-12 inches above the floor. Unistruts
shall be capable of 250 pounds of vertical support. Ramp for rolling
items into the cargo box at least 24 inches wide with non-slip surface.
Preference is for it to be stored under the cargo box. Options:
Contractor shall propose an installed rack/shelf system for storage of
small cargo items. The following apply to this acquisition: SIC Code
is 3715 and the small business size standard is 500. Interested
