combined synopsis/solicitation for Commercial Items, prepared in
accordance with the format in FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation and a separate written solicitation will not be
issued. This solicitation, NCI-RFQ-00108-NV, includes all applicable
provisions and clauses in effect through FAR 97-15. The acquisition
will be made pursuant to the authority in FAR 13.5 to use simplified
procedures for commercial acquisitions. The standard Industrial Code is
3826 and the business size is 500 employees. This solicitation is NOT
set aside for small business. Requirement: The National Cancer
Institute, Laboratory of Biochemistry, requires a Nuclear Magnetic
Resonance (NMR) Spectrometer for studies of protein structure, folding,
dynamics, and their relationship to protein functions. The NMR
Spectrometer shall meet or exceed the following minimum performance
specifications: 1) provide shielding for all electronics; 2) allow for
observation of low gamma nuclei as far down as 6 megahertz; 3) include
a communication control unit having at least a 100 megahertz processor;
4) allow for performing experiments without changing cables; 5) include
a digital router software controlled; 6) have hardware probe
protection; 7) provide real time digital filtering of NMR data; 8) each
frequency source (frequency control unit) shall have a minimum wave
form memory of 64 kiloword to allow for better pulse definition; 9) be
able to digitize lock signal and allow for real time adjustments; 10)
user shall be able to adjust phase to within 0.05 degrees; and 11)
provide a 0.001 hertz or better frequency resolution. In addition, the
offeror shall provide training for 2 users within 15 working days of
final delivery/set-up and final inspection of the system by the NCI
project officer. The training shall consist of at least 80 hours,
on-site module, encompassing system capabilities, features, appropriate
care of the system and guidance introuble-shooting potential problems.
The offeror shall provide a full hardcopy set of manuals and
schematics for the consoles, and shall agree to update these materials
in a timely manner when the console equipment and systems are
upgraded. The offeror shall provide a one year warranty inclusive of
parts and labor and on- site technical support as required. Delivery
time shall be within 60 days after award, if not otherwise specified
and agreed upon. Delivery shall be FOB Destination or FOB Origin with
transportation insurance provided by the vendor with inside delivery.

following FAR clauses cited in paragraph (b) of the clause at FAR 52.2
12-5 are also applicable to this acquisition: FAR 52.222-26, EQUAL
OPPORTUNITY; FAR 52.222-35, AFFIRMATIVE ACTION FOR DISABLED VETERANS
AND VETERANS OF THE VIETNAM ERA; FAR 52.222-36, AFFIRMATIVE ACTION FOR

DISABLED VETERANS AND VETERANS OF VIETNAM ERA and FAR 52.232-34 PAYMENT
BY ELECTRONIC FUNDS TRANSFER -- OTHER THAN CENTRAL CONTRACTOR
REGISTRATION. Also, FAR 52.225-5, Trade Agreements (February 2000) is
applicable to this acquisition. Offerors must provide descriptive
literature, warranties, and/or other information in sufficient detail
to demonstrate that their quotation fully meets the requirements of
this solicitation. The contract will be awarded to the lowest price
offer that fully meets the requirements of this solicitation. The award
will be in the aggregate for all items listed herein. Offers/quotations
must be in writing and one original and two copies of the following
shall be submitted: 1) A price quote on a completed SF-18 or SF-1449
with a completed "Schedule of Offered Supplies/Services," signed by an
authorized individual to bind the organization; 2) A completed copy of
FAR 52.212-3 "Offeror Representations and Certifications -- Commercial
Items -- with Duns Number Addendum," signed by an authorized
representative of the offeror; 3) descriptive literature and other
information indicating that the quotation fully meets the requirements
herein: 4) A copy of the most recent published price list (this is not
a quotation) if available; and 5) acknowledgment of amendments, if any.
All offers and related materials must be received in the noted office
by no later than 2:00 PM EST on May 12, 2000. Full text copies of the
