is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP).
MICROPHONES/AMPLIFIERS FOR ACOUSTICAL TUNNEL TESTING 1.) 8 EA Model
4939 free-field 0.25-inch microphones. 2.) 100 EA Model 4938
pressure-field 0.25-inch microphones. The following salient features
apply to items 1 and 2: 7 Must be supplied with calibration data (each
microphone) 7 Must have 0.25-inch diameter measurement surface 7 Must
implement Charge Injection Calibration (refer to US Patent
No.5,400,297; owned by Bruel&Kjaer) The following salient features
apply only to item 1: 7 Must be compatible with existing data
acquisition system in the Jet Noise Laboratory, which currently employs
a number of Model 4939 microphones fabricated by Bruel & Kjaer 7
Must be compatible with Bruel & Kjaer Model 2619 preamplifier and
cable 7 Must operate over a frequency range of 5 Hz to 100 kHz with a
flat response of 11 dB at zero incidence angle 7 Must operate over a
dynamic range of at least 28 to 164 dB The following salient features
apply only to item 2: 7 Must be compatible with existing data
acquisition system in the Flow Impedance Test Laboratory, which
currently employs a number of microphones fabricated by Bruel &
Kjaer 7 Must combine with a preamplifier to insert 1.5" through an
0.25"-diameter hole 7 Must be compatible with Bruel & Kjaer Model
2670 preamplifier and cable 7 Must operate over a frequency range of 20
Hz to 20 kHz with a flat response of 11 dB at zero incidence angle 7
Must operate over a dynamic range of at least 30 to 172 dB 3.) 73 EA
Model 2670 0.25-inch microphone preamplifiers: 7 Must be compatible
with Bruel & Kjaer 4938 and 4939 microphones 7 Must have a flat
response of 10.5 dB over a frequency range from 20 Hz to 100 kHz 7 Must
use LEMO connectors for connection with signal conditioner 7 Must have
a cable length of at least 5 feet 7 Must have phase linearity of less
than 11 degree over a frequency range of 20 Hz to 100 kHz 7 Must
implement Charge Injection Calibration (refer to US Patent
No.5,400,297; owned by Bruel&Kjaer) 7 Must supporting TEDS
(transducer electronic data sheet) architecture 4.) 24 EA Model
2690A0S4 4-channel Nexus signal conditioners: 7 Must be compatible with
items 1-3 above 7 Must be operable via front panel and RS-232 computer
interface control 7 Must be capable of providing appropriate signal
and response to microphone/preamplifier for Charge Injection
Calibration 7 Must support for TEDS architecture 7 Must provide -20 to
60 dB gain, 20 Hz high pass filter option, and low pass filter options
of 1, 3, 10, 30 and 100 kHz 7 Must contain overload detection which
accounts for preamplifier cable length 7 Must use LEMO connectors for
inputs and BNC connectors for outputs The provisions and clauses in the
RFQ are those in effect through FAC 97-15. The SIC code and the small
business size standard for this procurement are 3669 and 750 employees,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery to NASA/LaRC is required within 30 days ARO. Delivery shall be
FOB Destination. The DPAS rating for this procurement is DO-C9.
Quotations for the items(s) described above are due by May 09, 2000 COB
4:00 p.m. and may be mailed or faxed to Ms. Terry Cobb, NASA/LaRC, M/S
126, 9 Langley Blvd., Bldg. 1195A, Rm. 214, Hampton, VA 23681; fax
number 757-864-9775, and include, solicitation number, proposed
delivery schedule, discount/payment terms, warranty duration (if
applicable), taxpayer identification number (TIN), Cage Code,
identification of any special commercial terms, andbe signed by an
authorized company representative. The quote must be mailed FOB
destination to this Center. Quoters are encouraged to use the Standard
Form 1449, Solicitation/Contract/Order for Commercial Items form found
at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a
quotation. Quoters shall provide the information required by FAR
52.212-1. Addenda to FAR 52.212-1 are as follows: If the end product(s)
quoted is other than domestic end product(s) as defined in the clause
entitled "Buy American Act -- Supplies," the quoter shall so state and
shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

regarding this acquisition must be submitted in writing no later than
May 4, 2000. No phone calls are allowed. Award will be based upon
overall best value to the Government, with consideration given to the
factors of proposed technical merits, price and past performance; other
critical requirements (i.e., delivery) if so stated in the RFQ will
also be considered. Unless otherwise stated in the solicitation, for
selection purposes, technical, price and past performance are
essentially equal in importance. It is critical that offerors provide
adequate detail to allow evaluation of their offer (see FAR
52.212-1(b). Quoters must provide copies of the provision at 52.212-3,
Offeror Representation and Certifications -- Commercial Items with
their quote. See above for where to obtain copies of the form via the
Internet. An ombudsman has been appointed -- See Internet Note "B". It
