Protection Agency (US EPA) requires contractor services to provide
technical support for research activities at the National Health &
Environmental Effects Laboratory (NHEERL), Western Ecology Division
(WED), in Corvallis and Newport, Oregon. NHEERL-WED seeks to advance
scientific understanding through 1) experiments conducted in the
laboratory and in specialized exposure chambers, 2) field studies,
3)modeling, and 4) analysis of large-scape environmental and ecological
data sets. The contractor shall provide technical support both on-site
at WED facilities in Corvallis & Newport, OR, and off-site at
remote field sites in support of various environmental research
programs dealing with terrestrial biology, aquatic biology, marine
biology, ecology, geography, statistics, microbiology, soil science,
plant science, biogeochemistry, plant physiology, landscape ecology,
and oceanography. Technical support tasks include literature search and
maintenance of information systems; operations of field exposure
facility, set-up and conducting field and laboratory studies;
greenhouse and nursery site; conducting plant exposure to determine the
effects of pollutants on key plant processes and plant quality;
conducting chemical and biological assays of hazardous waste samples
and toxic sediments; operation of the global change research facility
and providing organic and inorganic chemical analysis utilizing state
of the art equipment; conduct geographical and landscape analyses;
conduct statistical design and analysis and modeling tasks; synthesis,
integration, and interpretation of environmental data, models, and
study results; develop techniques for analyzing and assessing
contaminant exposure and effects on marine environments and biological
ecotoxicology research . The Contractor shall be familiar with various
scientific disciplines and experienced in the following scientific and
technical areas: analytical/physical/organic chemistry, plant
physiology, botany, forest ecology, soil scientist, microbiologist,
ecologist, riparian ecologist, wetland ecologist, geographers,
biostatistics, and biological/physical science. The Government
anticipates a cost plus award fee, level of effort type contract with
a 12 month base period and four 12-month option periods for a total
contract performance period of 60 months. The base contract period and
each option period will consist of 145,600 hours with an option for up
to 72,800 additional hours per period. The anticipated contract
effective date for this procurement is 01/01/2001. This procurement is
a follow-on to contracts 68-C6-0005 and 68-D-98-175 with Dynamac
Corporation. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. The SIC code is
8731 with a size standard of 500 employees. The anticipated release
date of the Request for Proposals (RFP) is on or around June 1, 2000.
Proposals will be due approximately 30 days later. The RFP and any
subsequent amendments will be available ONLY via the Internet World
