Federal Highway Administration has a requirement for a study to
develop, test, and promote the Comprehensive Highway Safety Improvement
Model (CHSIM). The CHSIM shall be a set of analytical tools to improve
certain steps of the highway safety improvement programs pertaining to
the allocation of resources to achieve the greatest effect in terms of
accident frequency and severity reduction on existing highways. These
steps include: 1) identifying _sites with promise_ (locations which
hold promise for accident reduction), 2) diagnosing the safety problems
at these locations, 3) selecting countermeasures aimed at reducing the
frequency and severity of accidents based on the investigation
conducted in step 2, and 4) economic appraisal and development of
priorities to establish the measure of worth of undertaking remedial
work at each site. The CHSIM shall be made available as a software
product that can readily be used by state and local highway agencies.
This solicitation, all related documents and amendments, if any, will
only be released and available electronically through the Electronic
Posting System (EPS) at http://www.eps.gov under the "EPS for Vendors"
option followed by selection of the "DOT" Center. As such, no written,
telephonic, facsimile or email requests for the solicitation package
will be accepted. Interested parties can register at the aforementioned
site to receive procurement announcements by email. Since this
solicitation will only be available electronically, it is the
responsibility of interested parties to monitor the EPS website for any
solicitation amendments. All responsible sources may submit a proposal
