NASA Ames Research Center plans to issue a Request for Offers (RFO) to
acquire the following: design, implementation, integration, testing
and verification of a new data acquisition system. This system is for
use in NASA Ames Research Center's National Full-Scale Aerodynamic
Complex (NFAC) Wind Tunnel. The new data acquisition system will
utilize a combination of Contractor supplied Commercial-Off-The-Shelf
(COTS) and Government Furnished Equipment (GFE). We anticipate the RFO
to include options for three additional units. This procurement uses
MidRange procedures which are described in Part 1871 of the NASA FAR
Supplement at the following website:

procurement is also being conducted under the NAIS/ARC Pilot for
receipt of electronic offers. This pilot was developed in response to
the National Performance Review's call for increased use of electronic
commerce in exchanging procurement information. Vendors wishing to
participate in this procurement must first install and utilize the
applications (provided free of charge) identified at
http://server-mpo.arc.nasa.gov/nais/naishome.taf Any problems with the

website is available through the help desk referenced at the website.
Hard copies or faxed copies of offers will not be accepted. NASA/ARC
plans to issue a DRAFT Request for Offer (RFO2-37025-RRG) via the
internet, on or about May 5, 2000. The Government intends to acquire a
commercial item using FAR Part 12. We anticipate holding a
pre-solicitation conference on May 18, 2000. Further information will
be included in the DRAFT RFO. While attendance is not mandatory, it is
recommended. All slides, questions, and answers will be posted on the
internet. Industry comments on the DRAFT RFO will be due on or about
May 23, 2000. The anticipated release date of the final RFO is on or
about May 30, 2000, with proposals due on or about June 16, 2000. The
Government intends to acquire a commercial item using FAR Part 12. The
data system must have the following capabilities: 1. Sensor data
acquisition consists of up to 64 channels of steady state analog with
data rates from 1 to 100 samples per second per channel; up to 288
channels of low speed analog from 100 to 2000 samples per second per
channel; up to 192 channels of high speed data from 2000 to 60000
samples per second per channel; up to 10 channels of serial inputs at
rates of 10 to 50 samples per second per channel; up to 2560 channels
of Electronically Scanned Pressures using a PSI 8400 system at an
aggregate rate up to 50,000 samples per second; up to 100 channels of
thermocouples (types E,J,K,T); up to 16 channels of thermistors; up to
32 channels of RTD's all at rates from 1 to 100 samples per second per
channel; up to 10 channels of digital resolvers at rates from 1 to 100
samples per second per channel; up to 8 channels of tachometers
(Differential TTL) at rates up to 60,000 pulses per second per channel;
and up to 5 TCP/IP inputs at up to 100 Megabits/input. Data from all
sources are to be acquired simultaneously. Data acquisition is
triggered from either an external source or internally depending on the
test requirement: 2. Stand-alone real-time instrumentation safety
monitoring with limit checking and alarm capabilty; 3. System health
monitoring; 4. Real-time computation of Engineering Unit & derived
values; 5. Data storage; 6. Real-time display and monitoring of all
measured and computed values; 7. Test process support: system
configuration, test equation editor; 8. Customer support: near-time
display, analysis, plotting, data distribution, remote access, test
matrix status; 9. Test sequencing: interface to Facility and other
control and data acquisition systems to automate the coordination of
tunnel, test article controls with data acquisition. This procurement
is a total small business set-aside. See Note 1. The SIC Code and Size
Standard are 7379 and $18M,respectively. The DPAS Rating for this
procurement is DO-A7. The provisions and clauses in the RFO and model
contract are those in effect through FAC 97-16. All qualified
responsible sources may submit an offer which shall be considered by
the agency. An ombudsman has been appointed -- See Internet Note "B".
The solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
