(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. (ii) This solicitation is issued as Request for Quotation (RFQ) 523-33-00. (iii) The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 97-15. (iv) This solicitation is open to small businesses and large business under Standard Industrial Classification (SIC) Code of 7623, with a size standard of $5.0 million. Other forms referenced herein are required to be completed and submitted with all quotations. (v) The contractor shall provide unit price for the following: Repair a 450-ton Trane Chiller. (vi) 1.0-GENERAL: All work will be performed at the Department of Veterans Affairs, VA Boston HealthCare System, Boston Campus, which is located 150 South Huntington Avenue, Boston, MA 02130. The work will involve Removal and Replacement of the existing Electro-mechanical starter with a new Trane reduced voltage solid state starter. EXISTING CONDITIONS: This chiller serves as the back up to a newer Trane chiller. It has been off line for several years leaving the facility with no redundancy. The primary voltage wiring to the motor control center is not expected to need replacement so this is specifically excluded from the project. 2.0 -- SCOPE OF WORK: The contractor shall perform all work in accordance with all applicable Federal, State, and Local laws. All work shall conform to applicable E.P.A., and OSHA standards and regulations. The contractor is responsible for the verification of all site conditions. The contractor must strictly adhere to all medical center security procedures at all times. The contractor shall be licensed and insured to perform this type of work. The contractor must be authorized as a Trane Service provider. The scope of work shall include: a) Removal of existing electromechanical starter. b) Replacement with a new Trane reduced voltage solid state starter. c) All necessary wiring changes. d) Performance unit check out and verify UCP2 control functions. e) Provide 1 year warranty on parts and labor. 3.0 CLEAN UP: Clean up shall be performed as required to prevent accidents to personnel, protect all work in place, and to effect completion of the project in a timely and orderly manner. contractor shall clean-up and remove all refuse, rubbish, scrap materials, and debris daily so that the site of the work will present a neat and orderly appearance. All clean up, removal, and disposal shall be in accordance with all local, state, and federal regulations and in accordance with the final approval of the Contracting Officer. Final clean up shall be performed immediately prior to the Contractor's request for final inspection and payment. 4.0 -SAFETY: The Contractor shall be required to conform to all safety and health regulations as set forth by OSHA regulations during the execution of all work performed under this contract. 5.0 -- SUBMITTALS: The Contractor shall submit standard factory labeled samples, manufacturers' specifications, manufacturers' recommended installation and other applicable instructions to show compliance with specifications for the execution of the contract. 6.0 -- MISCELLANEOUS: The contractor should fully understand that this contract will be performed at a Medical care facility. The medical center will make every effort to provide access to the work area in a timely manner. However, there may be times in which delays will be encountered due to entry and exit procedures, adverse weather, or medical center emergencies. The medical center shall provide the contractor with storage areas for delivery of materials. The contractor must secure all tools and equipment so that they are not accessible to patients at the end of each workday. The contractor agrees to adhere to all regulations prescribed by the medical center for safety, custody and conduct of its patients. (vii) The contractor has 30 calendar days after date of the award to complete all requirements of contract at the Department of Veterans Affairs, VA Boston HealthCare System, Boston Campus which is located 150 South Huntington Avenue, Boston, MA 02130. This shall be FOB: Destination. (viii) FAR Provision 52.212-1, Instructions to Offerors -- Commercial Items (NOV 1999) applies to this acquisition with the following addenda: paragraphs (c), "Period of Acceptance of Offers," (d) "Product Samples",(e), "Multiple Offers," and (h) "Multiple Awards" which have been determined by the Contracting Officer to be non-applicable to this solicitation and are hereby removed in their entirety for the purposes of this requirement; (ix) FAR Provision 52.212-2 Evaluation -- Commercial Items (JAN 1999) also applies with paragraph (a) completed to state that the evaluation factor shall be price and price related factors only.(x) FAR Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items (MAY 1999) is incorporated and is required to be submitted with the contractor's quote. (xi) FAR Clause 52.212-4 Contract Term and Conditions -- Commercial Items (MAY 1999) applies with the following clauses incorporated by addendum: 52.223-5 Pollution Prevention and Right to know Information (APR 1998); 52.225-11 Restrictions on Certain Foreign Purchases (AUG 1998); 52.237-1 Site Visit (APR 1984); 52.237-2 Protection of Government Buildings, Equipment and Vegetation (APR 1984); 52.247-34 F.O.B. Destination (NOV 1991).
