Malmstrom AFB, MT announces this OMB A-76 acquisition as a Direct
Conversion of Communications Functions at Malmstrom AFB. This is a
modification to the previous synopsis, number SN435554, dated 17 Mar
2000. The solicitation should be released on or about 5 May 2000.
Receipt of proposals will be 45 days after release of the solicitation.
This acquisition has been changed from a Native American 8(a) set aside
to a competitive 8(a) set aside under SIC code 4813 as advised by the
Small Business Administration Central Office, Washington DC. The
Request for Proposal is available only on the Internet at
http://www.eps.gov. Potential service providers must be registered in
the Central Contractor Registry (CCR) to be eligible for award. The CCR
Internet site is http://ccr.edi.disa.mil/ccragent/plsql/ccr.welcome).
All responsible sources may submit an offer that shall be considered by
the agency. The solicitation number affixed to the announcement is for
convenience and tracking purposes only, at this time. Use number
F24604 98 R0010 and 341st Communications Squadron when responding to
this notice. The contracting office requests only competitive 8(a)
firms interested respond. This acquisition is anticipated to be a cost
plus incentive fee with a fixed G&A and overhead. It is also
anticipated to include a six-month phase-in, a basic performance period
with four option periods and two award terms. Contract award will be
made on best value to the Government using source selection procedures.
Following is the narrative of the proposed services that are within the
A-76 Cost Comparison Study. The narrative may not be all-inclusive, but
will provide the information for you to make a reasonable assumption of
the services that may be included. The 341st Communications Squadron is
currently responsible to the 341 Space Wing for providing
communications services to the wing and its tenant units. The
contractor shall provide communications services of the Base
Information Transfer Center (BITC), Base Telecommunications Center
(TCC)/Data Processing Support, Visual Information to include Graphics,
Photo/Video service, Network Control Center (NCC) to include Help Desk
and Small Computer Management/Maintenance, Communications-Computer
Information Management and Records Management (IM), Telephone
Switchboard Operations, Secure Communications Maintenance, Information
Assurance (IA), Land Mobile Radio Support and Service (LMR),
Maintenance Control (MC), and Base Radio Maintenance. The duties
include but are not limited to: BITC, expedient delivery of official
mail and electronic mail to over 3,900 military personnel, while
managing document security of registered, certified and express
accountable mail. TCC/ Data Processing Support: Provides reliable,
secure handling of base Automated Digital Network (AUTODIN) traffic (to
be replaced in near future with Defense Message System). Shall provide
local support for customers and systems of any Defense Megacenter with
a community of interest on the base.VI: Provide visual information
advice and assistance; graphic arts services and products; photographic
and video studio and field location documentation; emergency graphic
arts and photographic requirements; photographic and electronic image
processing and printing; video duplication services and product;
equipment maintenance and repair. NCC: Manages base level command,
control, communications, computer and intelligence (C4I) network
support, that provide the warfighter and business users the information
resources needed to achieve their operational objectives. The single
focal point (Help Desk) for base network management, and problem
resolution. Track, control, schedule maintenance and repair of C4
assets. It is the base level central point of contact for mission
Command and Control (C2) and business systems which are part of the
base network. Provides hardware/software technical solutions, and
accurate resource accountability. As configuration management,
responsible for reviewing, coordinating, validating and processing all
requirements and requisitioning of on-base computer hardware/software
to include local purchase items. Responsible for maintaining network
operations. Responsible to provide training to wing customers on areas
within this function as required. IM: Maintains records and
publications files for the functions contained in this activity.
Responsible to provide administrative assistance for this activity.
Telephone Switchboard Operations: Provides immediate assistance by
connecting callers to appropriate agencies. Controls use of 151
telephone trunk lines, connecting approximately 4,000 telephone
extensions into the defense switched network local and long distance
commercial services. Maintains accurate directory of all base telephone
numbers. Secure Communications Maintenance: Maintains cryptographic
equipment and its associated communications equipment and associated
red and black lines. IA: Manages wing level information protection
programs to include Information Protection Assessment and Assistance
Program (IPAP), Communications Security (COMSEC), Computer Security
(COMPUSEC), Emissions Security (EMSEC), Security Awareness, Training
and Education Program (SATE), Secure Telephone Unit (STU-III) User
Representative, Certification Authority and System Administrator for
Certification Authority Workstation of Defense Message System. LMR:
Manages assets and provides radio network control and management for
all wing LMR networks. Provides Spectrum Management support for all
frequencies used by the 341st SW. MC: Monitors, coordinates, and
controls use of manpower and materiel in support of communications
maintenance. Base Radio Maintenance: Maintains Base Radio communication
systems to include but not limited to: UHF AN/GRT-22, AN/GRR-24,
AN/URC-119, Dictaphone Digital recorder, Malmstrom Giant Voice and
Public Address support. With the exception of NCC (Help Desk), TCC, and
Telephone Switchboard Operations, the functions within this activity
work normal business hours with qualified personnel on call. NCC (Help
Desk), TCC, and Telephone Switchboard Operations work 24 hr/ 7 day a
week schedule. MC provides 24 hr/7day a week local point of contact, in
addition to normal business hours, for emergency restoral of priority
systems, contingency requirements and other non-routine situations. In
addition to the A-76 services listed above, we have consolidated three
current service requirements. They are LMR maintenance service,
telephone maintenance service and cellular phone service. These service
areas will not be included in the compare program for the purposes of
the A-76 study. In order for a contract to be awarded, the service
provider price must be less than the government costs for those areas
identified as A-76 functions. The comparison for these areas will be
done using the COMPARE Program. If the service provider price is
