Medicine (NLM), to negotiate on a sole source basis with OCLC Online
Computer Library Center, Inc., Technical Processing and Cataloging
Services, 6565 Frantz Road, Dublin, Ohio 43017, to provide professional
services for: a) searching an outside bibliographic source (i.e., the
OCLC WorldCAT) a minimum of 300 titles and a maximum of 600 titles in
the Japanese language and returning uncataloged to NLM those for which
copy is found; and b) providing original limited cataloging records
for 300-600 Japanese language monographs and multipart items. The
services will include applying the Anglo-American Cataloging Rules, 2nd
Edition (Revised 1998) (AACR2R), ALA-LC Romanization Tables (published
in 1991 by the Library of Congress), and the Library of Congress Rule
Interpretations (LCRIs) to descriptive cataloging and verification of
name/series access points in the online authority file available via
OCLC; assigning NLM Medical Subject Headings (MeSH) descriptors and
assigning class numbers to each monograph using the NLM Classification
or the Library of Congress classification schemes. The work also
involves application of transliteration rules, following the ALA-LC
Romanization Tables, published in 1991 by the Library of Congress. OCLC
Online Computer Library Center, Inc., offers a trained library
professional staff, with an in-depth knowledge of cataloging applying
AACR2R and the Library of Congress Rule Interpretations (LCRIs), and
experience in a wide variety of foreign languages including Japanese.
The staff is also knowledgeable in the application of the ALA-LC
Romanization Tables. The staff also have experience in cataloging
biomedical materials, including experience in using MeSH and the NLM
Classification. The project is envisioned to consist of a base period,
with two one-year options. The base period of performance is
anticipated to start on or about June 16, 2000 and expire on or about
June 15, 2001. The proposed acquisition will be procured under FAR Part
13—Simplified Acquisitions. This notice of intent is not a
Request for Quotations (RFQ), nor is an RFQ available, however, all
responsible sources may submit a proposal which will be considered by
the NLM. Firms interested in responding to this notice must be able to
provide professional services as stated above. Responses should
sufficiently demonstrate the firm's ability to meet the government's
requirements. Responses are required within fifteen (15) calendar days
