COMMERCE BUSINESS DAILY ISSUE OF APRIL 26,2000 PSA#2587CALCULATION OF ACCRUAL ACCOUNTING FACTORS FOR POST-RETIREMENT HEALTH
CARE BENEFITS. On behalf of the Office of the Under Secretary of
Defense (Personnel and Readiness), Office of the Actuary, in accordance
with FAR Part 6, Defense Supply Service -- Washington intends to award
a follow-on contract on a sole source basis to Milliman and Robertson,
Vienna VA. The contract is for the calculation of accrual accounting
factors for post-retirement health care benefits delivered by DoD to
military personnel and their dependents and survivors. Additionally,
contractor will provide support to DoD in responding to DoD Inspector
General and General Accounting Office audits of the actuarial liability
calculation, as well as in working towards the DoD/OMB high-priority
goal of obtaining a clean audit opinion on the actuarial liability
estimate. Calculations must be consistent with prior efforts and/or
incorporate refinements agreed to by joint DoD-audit community working
group; must appropriately reflect trends over time in the Military
Health System (MHS) in terms of both MHS experience and benefit
structure; must appropriately incorporate DoD Office of the Actuary
methologies, assumptions, and procedures; and must be provided in
sufficient time for inclusion in DoD's annual financial statements.
Further, contractor will conduct sensitivity analyses of the
calculation as needed, and provide the DoD Office of the Actuary
products required for it to conduct its own sensitivity studies. The
project requires comprehensive knowledge of the MHS, MHS data systems,
and healthcare/actuarial trends experienced in MHS; familiarity with
history of past efforts and conclusions of joint DoD-audit community
working group studying these calculations; extensive experience working
with and studying MHS data for purposes of calculating
military-specific accrual accounting factors; extensive, technical
knowledge of and experience working with DoD Office of the Actuary
methologies, assumptions, and procedures; and a
military-retirement-health-care-specific model for use in the
