is a combined synopsis/solicitation for two training workshops for
liaisons and teachers that will cover chemical safety policy,
procedures, and responsibilities. This announcement constitutes the
only solicitation for this requirement. Written proposals are being
requested and a written solicitation will not be issued. The
solicitation number is MDA410-00-R-0004. The solicitation is being
issued as a Request for Proposal (RFP). Duration of the initial
contract shall not exceed one year following date of award, with four
one-year option periods which shall be exercised at the sole discretion
of the contracting officer. If an option year is required, the
contracting officer will advise the contractor in writing at least 30
days prior to expiration of the contract. General background
information regarding DoDEA is available on the internet at
http://www.odedodea.edu . A. Background: The Department of Defense
Education Activity (DoDEA) has the responsibility to follow regulations
established by the Office of Safety and Health Agency (OSHA) in
overseas locations. In compliance with OSHA regulations concerning
hazardous chemicals, DoDEA implemented DS Regulation 4800.4. This
regulation, available at
http://www.odedodea.edu/foia/iod/PDF/4800_4.PDF, establishes chemical
safety policy, procedures, and responsibilities for all levels of
administration within DoDEA. B. Purpose and Intent: The Department of
Defense Education Activity (DoDEA) requires a contractor to conduct two
training workshops for liaisons and teachers that will cover the
regulatory compliance and risk management of the DoDEA Chemical Hygiene
Regulation, DS Regulation 4800.4. The training will also include, when
appropriate, the interface of the DoDEA Regulation with the
regulations published by OSHA. Each training workshop will be 40 hours
in length for up to 30 participants per workshop. Dates of the base
year training workshops are June 19-23, 2000 in Fort Bragg, North
Carolina and August 7-11, 2000 in Wiesbaden, Germany. The training for
the option years is anticipated to be at the same two locations in the
summers of 2001, 2002, 2003, and 2004. C. Requirements/ Tasks to be
Performed: C.1. One workshop that consists of 40 hours distributed over
5 days, June 19-23, 2000 in Ft. Bragg, North Carolina. A second
workshop that consists of 40 hours distributed over 5 days, August
7-11, 2000 in Wiesbaden, Germany. C.2. The workshop topics shall
include: a) fundamentals of lab safety, b) legal aspects of hazardous
chemicals and safety, c) clean up techniques for hazardous materials,
d) leadership responsibilities for the Chemical Hygiene Officer (CHO),
e) educational responsibilities for the Chemical Hygiene Officer
(CHO), f) inspection procedures and identification of
weaknesses/strengths in lab procedures, g) compliance with OSHA
regulations, h) risk management, i) techniques for managing the CHO
responsibilities, j) operating within the Excel environment, k) using
the DoDEA chemical database in Excel, l) components of a Chemical
Hygiene Plan, and m) development of a Chemical Hygiene Plan. C.3. The
workshop shall be highly participatory, using interactive discussions,
small groups, demonstrations, mini-case analysis with appropriate
visual and media support, and hands-on experiences and training with
computers and the Excel spreadsheet and chemical database. C.4. All
training materials are to be provided by the contractor. These
materials are to be current and up-to-date and sufficiently complete to
be used as a resource guide by the participants following the workshop.
The inclusion of available audio and/or visual supplemented materials
is considered a high priority. C.5. The contractor shall be responsible
for shipping all materials to the workshop site and providing
information about the seating arrangement for the training room. C.6.
Workshop materials are to be integrated with the DoDEA chemical
database that is compatible with MS DOS and Microsoft Office Excel
software. C.7. The contractor shall provide follow up feedback (i.e.,
specific questions concerning disposal of hazardous chemicals, storage
requirements, etc.) to participants for 60 days immediately following
the workshop via phone, e-mail, or FAX. C.9. Contractor shall prepare
a final report that includes follow up activities with participants
and evaluation of the workshops. D. Technical Requirements: D.1.
Contractor must be fully aware of the DoDEA CHO Regulation 4800.4, and
all OSHA regulations that apply to the middle and high school
environments. D.2. Contractor must have knowledge and experience with
requirements for handling and disposing of hazardous chemicals in
foreign countries where DoDEA schools are located. D.3. Contractor
should have extensive experience in delivering an interactive CHO
workshop to educational specialists and non-science majors that covers
the DoDEA CHO Regulation 4800.4 and the OSHA regulations. D.4.
Contractor will have materials that can be delivered in two (2) 40-hour
workshops and will extensively cover the problems of chemical disposal,
chemical storage and handling, chemical clean up, safety inspections,
and educational laboratory practices for K-12 education. Prepared
surveys, forms, and other educational materials will be included in the
package. D.5. Contractor will have experience in using electronic
databases for monitoring chemical supplies, and will be able to
integrate this knowledge into the workshop. E. Deliverables and
Reporting Requirements for the base year: E.1. Provide the Science
Coordinator with one copy of course materials that will be used in the
training session by June 1, 2000. E.2. Conduct one 40-hour workshop in
Ft. Bragg, North Carolina on June 19-23, 2000 E.3. Conduct one 40-hour
workshop in Wiesbaden, Germany from August 7-11, 2000. E.4. Provide
resource package for each participant (up to 25 copies) by June 19,
2000 and August 7, 2000. E.5. Provide follow up support to participants
via phone/FAX from June 26-Oct. 13, 2000. E.6. Provide final report to
Science Coordinator by November 3, 2000. F. DESCRIPTIVE LITERATURE FOR
EVALUATION PURPOSES- Submission of descriptive literature shall consist
of a technical proposal addressing: (1) a brief synopsis of no more
than two pages addressing the requirements detailed in Section C,
Requirements/Tasks to be Performed, (2) a paragraph listing the
qualifications of the trainers and (3) a list of the training sessions
performed in the last year and (4) the five references as mentioned in
Section C. In addition, the Offeror shall submit a cost proposal for
the two training workshops including preparation and materials,
training, and follow-up. The base and four option periods should be
separately priced. Contractor travel required to conduct classes at
government facilities shall be compensated IAW the Joint Travel
Regulations, FAR 31.205-45, and should not be included in the cost
proposal. G-EVALUATION- The offerors shall explain in their proposals
whether or not their solution meets each of the requirements detailed
in this synopsis/solicitation, addressing each item in "C.
REQUIREMENTS/TASKS TO BE PERFORMED" individually. The government will
award a contract to the offeror that provides the greatest overall
benefit in response to this synopsis/solicitation including price and
other factors -- this is a best value procurement. The rating of the
proposal in the technical evaluation will be the most important factor
in the evaluation. Cost to the government will be the second most
important factor. Past performance will also be evaluated, as the third
most important factor. The selected offeror must demonstrate an
acceptable past performance record by submitting the names, addresses
and telephone numbers of at least five (5) recent customers who will
provide information concerning the quality of the product(s) and
support provided by the offeror. The contractor must have experience
providing training workshops to Middle and High School teachers. The
government reserves the right to award a contract based on initial
proposals, on a "best value" basis as described above. If the
government instead determines that further evaluation is required, the
government will make a competitive-range determination and notify all
offerors whether their proposal is in the competitive-range or not. It
is anticipated that a firm-fixed price contract with a base plus four
one-year options will result from this RFP. The SIC for this
acquisition is 8748. This acquisition has NOT been designated as a
Small or Small and Disadvantaged Business set-aside, but note that FAR
clauses 52.219-8 and 52.222-26 are included by reference. All offerors
