implement a two-phase course. The course will be presented in a
hands-on seminar workshop format. The course will consist of 36 hours
of contact instruction (18 hours for each phase). Each class shall be
6 hours in duration. Phase one will consist of college level classroom
instruction in the areas of management, leadership and time
management. Air Force Reserve Command military facilitators will teach
a 2-day military applications seminar after the contractor completes
phase one. Phase two will consist of college level classroom
instruction in the areas of communication, counseling techniques, and
stress management. The contractor shall award one college semester hour
to attendees for each phase of training satisfactorily completed. The
course will be presented at Air Force Reserve units, (43 sites) conus
or oconus, located throughout the United States of America and Guam.
Class size to range from 25-30 Air Force Reserve Noncommissioned
Officers (NCOs) in the grade of E-5 and/or E-6. Estimated number of
classes shall be approximately 81 (162 phases) during a 12-month
period. The development of seminar administration is the responsibility
of Air Force Reserve Command. The contractor shall provide qualified
instructors to teach each phase. Selected college instructors will
satisfy the contractor_s home campus teaching requirements and will be
qualified to teach all elements identified for phase one and two. The
contractor shall use standardized learning objectives, teaching
guides, student texts/materials, and measurement devices. The
contractor shall be a fully recognized member of a regional accrediting
association as listed in the current edition of the Higher Education
Directory (HED). This requirement will include a basic year and four
one-year options. SIC code is 8221. This acquisition is being
considered as a 100 percent set-aside for Historically Black Colleges
and Universities and Minority Institutions (HBCU/MI) as defined by
clause at 252.226-7000 of the Defense Federal Acquisition Regulation
Supplement (DFARS). Interested HBCU/MI_s should provide the contracting
office as early as possible, but not later than 15 days after this
notice, evidence of their capability to perform the contract, and a
positive statement of their eligibility as an HBCU/MI. If adequate
response is not received from HBCU/MI_s, this acquisition will be
processed as unrestricted for full and open competition. Therefore,
response is requested from other interested firms in the event an
HBCU/MI set-aside is not made. This is not a pre-solicitation notice it
