Facilities will include barracks building for 512 soldiers, company operations facilities, battalion headquarters, brigade headquarters, and aero-medical facility. Supporting facilities will include parking, concrete pavement, sidewalks, water, sewer, electrical service, fire alarm systems, storm drainage, erosion control measures, information systems, and landscaping. Geotechnical investigation and topographic survey of the construction site have been completed and will be provided at Phase Two. Requirements will be provided in narrative format and bubble diagrams. Army Standard Designs may be used but will not be required. The complex shall be designed and built by registered architects and engineers employed by or subcontracted by their organization. This project will be procured using the Two-Phase Design-Build Selection Procedures at FAR 36.3. In Phase One, offerors will receive a Request for Proposal letter including the project description and submittal requirements, and evaluation factors for both phases. The evaluation factors for Phase One will be Past Performance, Technical Approach/Narrative and Specialized Experience. No more than five offerors will be invited to participate in Phase Two. The Government anticipates that the Phase Two RFP documents will be issued on or about 10 August 2000. The SIC code for this project is 1542. The estimated value of the project is between $50 million and $80 million. This solicitation is issued on an UNRESTRICTED BASIS pursuant to the "Business Opportunity Development Reform Act of 1988" (Public Law 100-656).
