Marsha Browning, 413-253-8236 The U.S. Fish and Wildlife Service
(USFWS) is planning to undertake necessary repairs to the historic John
Hay Estate located at the John Hay National Wildlife Refuge in Newbury
(Lake Sunapee), NH. This project will include repairs to the Main
House(1891-1930's), Barn(1890's), Gate House (1931), landscape
features, and unpaved roadways. It is the intent of the USFWS to
contract with a general contractor experienced in the renovation of
historic structures. This entity may be supported by specialized
trades, if not available in house for the following areas: Historic
roof repairs; rough and finish carpentry; mechanical, electrical and
plumbing work, plaster repairs, and painting. This will be a two-step
sealed bidding process. Interested firms shall submit, in writing,
their qualifications based on listed requirements below and those
determined qualified will be asked to submit a sealed bid in accordance
with FAR 14.5. Interested firms shall present a minimum of five
historic building renovation projects undertaken within the last eight
years. The following information shall be provided for each of these
projects: 1) Project name, 2) Original budget, 3) Change orders, 4)
Summary of work, 5) Date of completion, 6) Client name, address and
phone number, and 7) Design professional's name, address and phone
number. In addition, firms shall present evidence of his/her ability to
work within a site that is open to the public and his/her ability to
work within a tight schedule. The same information will be necessary
for each of the specialized trades listed above. A mandatory attendance
pre-bid meeting with the pre-qualified firms will be scheduled for the
week of June 19 at the site. Qualification factors used for the
evaluation of firms shall be; 1) Past experience in historic building
renovation projects (30%); 2) Multi-disciplined experience including
historic roof repairs, rough and finish carpentry, mechanical,
electrical and plumbing work, plaster repairs and painting in historic
buildings (25%); 3) Abilityto provide product on time and within
budget (20%); 4) Ability to work within a site that is open to the
public (15%); and 5) Ability to work within a tight time schedule
(10%). Firms desiring consideration should submit two copies of their
resume (qualifications) and all other appropriate information as
