SYNOPSIS/SOLICITATION F02604-00-T0225 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This solicitation, No. F02604-00-T0225 is issued
as a request for quotation (RFQ).This solicitation document, and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-14. This acquisition is 100% set-aside for
small business, SIC: 3699 ; Size Std.: 750 employees. This acquisition
is for the delivery and installation of: Contract Line Item(s) (CLIN)
0001, Quantity 1ea; Description: Night Vision Terrain Board
(topographical portion of NVTB; size 12_ x 12_, (CLIN) 0002 Quantity
1ea; Night Vision Terrain Board Base, (CLIN) 0003 Quantity 1ea;
Electronic Control Package (relays, power supply, circuit boards);
(CLIN) 0004 Quantity 1ea; NVTB fiber optic package (NVTB lighting,
animation), (CLIN) 0005 Quantity 1ea; NVTB Toll Kit. FOB Point:
Destination, to DET 15 ACC TRSS, 1950 Jabara Ave, Seymour Johnson AFB,
NC 27531. Required Delivery: Thirty (30) calendar days after receipt
of order. Period of acceptance of offers: the offeror agrees to hold
the prices in its offer firm for 90 calendar days from the date
specified for the receipt of offers. The provisions at FAR 52.212-1,
Instructions to Offerors -- Commercial Items applies to this
solicitation. The provisions at FAR 52.212-2 Evaluation _ Commercial
Items applies to this solicitation, for the purposes of this clause the
blank is completed as follows: (a)_: The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforms to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors will be used to evaluate offers: (1) Price: Award will be made
to the lowest evaluated offer that meets the requirements of the
solicitation. (2) Ability to meet the technical capabilities of the
items specified. (3) Past Performance: Will contain information for the
past two years demonstrating ability to meet the 90 day delivery
performance on same or similar lease arrangements, and as a minimum
shall include contract numbers, point of contacts, addresses and dollar
value of agreements. The Government reserves the right to make an award
based on initial offers received without discussions of such offers.
Evaluation will be based on low price technically acceptable offeror
demonstrating evidence of past performance with timely delivery.
Offerors shall include with the submission of their offer a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items. The clause at FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Order -- Commercial Items applies to this acquisition. The

also comply with DFARS 252.204-7004, Required Central Contractor
Registration and DFARS 252.232-7009, Payment by Electronic Funds
Transfer. Central Contractor Registration information can be obtained

email and received not later than 4:00 PM local time, 10 May 2000.
