USAF Aeronautical Systems Center (ASC), KC-135 Development Office,
ASC/GRR, is conducting this sources sought synopsis to identify the
availability of sources to provide integration and installation of
Reduced Vertical Separation Minimum (RVSM) on eight (8) Receptacle
Configured KC-135R aircraft. This is a continuation of RVSM Flight Test
Validation acquired by OC-ALC/LC from the KC-135 OEM. This effort
includes integration and installation of government furnished KC-135R
RVSM kits into eight KC-135R Air Refueling Receptacle equipped aircraft
(Pacer CRAG Block 25 configuration). The RVSM kit consists of Group B
components and Group A hardware including wiring harnesses, pitot
static tubing and metal fabricated parts. Due to receptacle type
variations, modifications required to the GFP RVSM kits will vary from
aircraft to aircraft. Subject effort also requires the following: 1)
modify the R-model RVSM design as required, 2) modifying/fabricating
parts as required, 3)conduct ground testing as required including
Electromagnetic Compatibility (EMC) test, 4) updating KC-135R RVSM
drawings to reflect the changes, 5) conduct flight testing as required
to verify Static Source Error Correction curves, 6) provide a Data
Package per FAA 91-RVSM to support RVSM airworthiness
certification/approval for each aircraft, 7) update aircraft Tech Data
including maintenance and operation instructions/manuals as required,
and 8) revise Time Compliance Technical Order (TCTO) No. 1C-135-1510
to include differences from the R-Model baseline for each aircraft. Due
to the high utilization of these aircraft, minimum aircraft down time
and flexible scheduling of modification dates are necessary to meet a
critical operational requirement. Aircraft No. 1 is scheduled for
modification on/or about Jan 01 with final aircraft completion no later
than Dec 03 (aircraft will be modified in a serial fashion with some
gap in activity between each aircraft). Expedited acquisition
procedures will be utilized to achieve contract award date of Sep 00.
Bidder qualification must include recent experience (previous five
years) in the design, integration, modification, flight test and
certification of RVSM capability (including RVSM Data Package) for
large transport aircraft to FAA 91-RVSM requirements. Available
technical data consists of KC-135R RVSM drawings, located in the
technical library, and a limited number of aircraft Technical Orders.
Offerors must have the ability to access all other source data required
for completion of effort, i.e., OEM, other source(s) of supply, or
reverse engineering. Since it is anticipated that this acquisition will
be handled on an expedited basis, respondents shall be prepared to
commence work in conjunction with Block 30 TCTO incorporation schedule
at McConnell AFB KS in Jan 01. Interested respondents are requested to
submit a Statement of Capability (SOC) that demonstrates the capability
to support the requirements detailed above. The SOC should include the
following information: 1) Company name, address, point of contact,
telephone number and e-mail address and 2) Discussions of specific,
similar aircraft modifications experience. The SOC is limited to 10
pages and must be received no later than ten days after the date of
this notice. This notice is not a request for proposal (RFP), and shall
not be construed as an obligation on the part of the Government to
acquire any part or all of the KC-135 modifications or otherwise pay
for the information requested and furnished. Mr. Steve Plaisted has
been appointed as Ombudsman to hear concerns from offerors, of
potential offerors, during the proposal development. The purpose of the
Ombudsman is to communicate contractor concern issues, disagreements
and recommendations to the appropriate government personnel. Existence
of the Ombudsman does not diminish the authority of the Program
Director or the Contracting Officer. Accordingly, the Ombudsman does
not participate in the preparation of solicitations, evaluation of
proposals of the source selection process and, therefore, for routine
