Olsen, Contracting Officer, (720) 962-7156 The Western Area Power Administration of the Department of Energy has a requirement for bi-directional programmable frequency-shift keyed (FSK) powerline carrier (PLC) terminal equipment to provide relay communications for the protection of 3 transmission lines. Two lines (O'Banion-Elverta Nos. 1 & 2) will each be protected with redundant single-channel bi-directional comparison unblocking (DCU), and non-redundant dual-channel bi-directional direct transfer trip (DTT) for breaker failure. The third line (O'Banion-Keswick) will be protected with non-redundant single-channel bi-directional DCU, and non-redundant dual-channel bi-directional DTT for breaker failure. PLC terminal equipment for O'Banion Substation will be provided mounted and wired in a swing-rack cabinet(s). PLC terminal equipment for Elverta and Keswick Substations will be provided as loose chassis. Equipment for each substation will be delivered to that substation, with delivery no later than August 31, 2000. The Request for Quotation (RFQ) will be issued o/a May 5, 2000. The Standard Industrial Code is 3663 and the Size Standard is 750 employees. All requests for the RFQ must be in writing and may be submitted by facsimile to (720) 962-7161. This acquisition will be conducted in accordance with FAR Part 12 -- Acquisition of Commercial Items.
