synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). One (1) each of a
Traveling Wave Tube Microwave Power Amplifier that covers the frequency
range from 1.0 -- 2.5 GHz, and is capable of producing 1000 watt
minimum output pulsed power. Shall also have the following
specifications: Output Power: Minimum output power with 1000 watts (1.0
to 2.5 GHz); Amplifier Gain: Must achieve full rated output power with
0 dBm maximum input power; Gain Variation: Plus/Minus 2.5 dB; RF Pulse
Characteristics: Duty: 6% minimum, PRF: 1kHz minimum -250 kHz maximum;
RF Rise/Fall: 15 ns maximum (10% to 90%); Input VSWR: 1.5: (typical),
50 Ohms; Load VSWR: 2.0:1 Continuous operating, 50 Ohms; On/Off Ratio:
80 dB; Pulse Drop: Not more than 0.1db; Noise Power: 45 dBm maximum
(broad-band); Pulse Quality: 0.2 dB power ripple or less (pulse on);
Input Pulse: Standard TTL level, 50 Ohm termination (BNC type
connector); Harmonics: 0 dBc maximum at rated output power; Noise and
Spurious: minus 50 dBc (not including harmonics). Monitor and Control
-- Front panel status monitor (displaying these parameters)- Cathode
Voltage, Helix current, Average Forward Power, and Average Reverse
Power. IEEE -- 488 interface for remote monitoring of all front panel
parameters. External interlock/safety connector. Disables amplifier
operation when the interlock circuit is open. RF output sample port (at
least 40 dB down from the RF output signal). TWT Protection --
Excessive Helix current maximum, excessive Helix current average,
cathode voltage monitoring, collector voltage monitoring, power supply
excess temperature, TWT excess temperature, high reflected power (full
reflected power without shutdown or damage); Input Pulse protection
against excessive pulse width, high duty cycle, or high pulse
repetition rate. Mechanical -- Mounting: 19" rack mount with standard
chasis slides. RF Connections: Input, type N Female (rear mount),
Output, type N female (rear mount), Output sample port, type N Female
(front panel mount) BNC type connector. Cooling: Built-in internal
cooling (intake and exhaust located in the rear). Electrical: Prime
Power: Single phase, 230 Volts plus/minus 10%, 50-60 Hz. Provide at
least two year warranty and onsite operation and maintenance training
for customer representative at the customer facility. The Amplifier
System should include system specifications, operational instructions,
schematic block diagrams, replaceable parts lists and theory of
operation. The provisions and clauses in the RFQ are those in effect
through FAC 97-16. This procurement is a total small business
set-aside. The SIC code and the small business size standard for this
procurement are 3825 and 500,respectively. The quoter shall state in
their quotation their size status for this procurement. Delivery to
Larc is required within 30 days ARO. Delivery shall be FOB Destination.
The DPAS rating for this procurement is DO-C9. Quotations for the
items(s) described above are due by 05/10/00 and may be mailed or faxed
to Mrs. Artistine Lethcoe-Reid, MS/126 NASA LaRC, or FAXED to
(757)864-9775 and include, solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items

submit a quotation. Quoters shall provide the information required by
FAR 52.212-1. If the end product(s) quoted is other than domestic end
product(s) as definedin the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3

regarding this acquisition must be submitted in writing no later than
4/30/00. Award will be based upon overall best value to the Government,
with consideration given to the factors of proposed technical merits,
price and past performance; other critical requirements (i.e.,
delivery) if so stated in the RFQ will also be considered. Unless
otherwise stated in the solicitation, for selection purposes,
technical, price and past performance are essentially equal in
importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
