research to determine product availability and potential sources for
Government evaluation and possible testing. The Force Protection
Command and Control Systems Program Office (ESC/FD) wishes to identify
sources for a Hand Held Thermal Imager (HHTI) replacement for the
Tactical Automated Security System (TASS) AN/PAS-20 Thermal Imager.
Candidate HHTIs should meet the requirements detailed in the
performance specification, which is available on the Hanscom Electronic
RFP Bulletin Board (HERBB) (http://herbb.hanscom.af.mil/rfp.asp). Also
indicate whether your sensor has a weapon mount adapter and the
associated price delta. The TASS program has acquired approximately 700
AN/PAS-20 HHTIs over the past 4 years. Future purchase quantities are
anticipated to be approximately the same. Your response should include
price information for quantities of 50, 100, 200, and 500 units. The
Government will perform a best-value determination of the responses
received based on specification compliance and price. In determining
which products may be tested, performance increases over presently
fielded units, and size and weight reductions will be primary
discriminators. If sufficient potential exists, we intend to select the
3-5 most-promising candidates for further evaluation, with a goal of
adding one or more new HHTIs to the TASS Product Baseline. If selected
as a candidate, the responder must agree to provide, free of charge to
the Government on a loan basis, a minimum of two units for the test
site, product Certificates of Compliance, training of test personnel,
operator and maintenance manuals, and installation support for the
Government evaluation phase. ESC/FD will subsequently make those test
results available to all military services and the TASS prime
contractors for future procurement considerations. Interested potential
sources should respond to the above screening criteria, in writing,
within 21 days of this publication to ESC/FDK, 5 Eglin Street, Building
1624, 1st Floor, Hanscom AFB, MA 01731-2100, Attn: Ms Alicia Gettman.
Responses should not exceed 6 one-sided 8 1/2"x11" pages. Responses
should include your history and experience in providing similar
imagers, including a customer list and test summary information. Note
that the HERBB site will be the primary source of information for this
effort. Interested parties should check it for updates and subscribe
to the HERBB update service for the HHTI Project. An Acquisition
Ombudsman, Colonel Steven H. Sheldon, Director, Commander's Staff, has
been appointed to hear concerns from offerors or potential offerors
during proposal development. You should only contact the Ombudsman with
issues or problems you cannot satisfactorily resolve with the program
manager and/or contracting officer. The Ombudsman role is to hear
concerns, issues, and recommendations and communicate these to the
appropriate government personnel. The Ombudsman will maintain strict
confidentiality if desired. The Ombudsman does not evaluate proposals
