National Institute of Justice (NIJ), attends to award on a sole source
basis a purchase order to Mark Kleiman, PhD.,, Director, Drug Policy
Analysis Program, School of Public Policy & Social Research, UCLA,
3250 Public Policy Building, Los Angeles, CA 90095-1656 to initiate
for NIJ research on the "Behavioral Economics of Crime Control" and
prepare a research paper on the before mentioned topic. Dr. Kleiman
shall explore the evidence about offender behavior. Mr. Kleiman shall
search direct evidence that offenders tend to have the hypothesized
characteristics, or, alternatively, evidence that the psychological
constructs "recklessness: and "impulsiveness", do in fact map into the
behavioral economics ideas. Mr. Kleiman has worked in this area for a
number of years and has extensive knowledge in this area. NIJ will
benefit greatly from Mr. Kleiman knowledge and expertise in this area.
This purchase order shall be negotiated in accordance with the
authority of 41 U.S.C. 2152 (c)(1) -- Only one responsible source with
unique capabilities. THIS IS NOT A REQUEST FOR QUOTATION. Any
