pwright@oc.fda.gov. The Food and Drug Administration (FDA) intends to
award a contract to the Harvard Center for Risk Analysis, Harvard
School of Public Health in Boston, MA, for a project entitled "An
Assessment On-Farm Egg Safety Measures". This contract will list, model
and estimate the effectiveness of the possible actions that have been
suggested as on-farm preventive controls for reducing SE in shell eggs.
The ultimate aim of the project will be to provide FDA with useful
quantitative estimates of SE risk reduction in eggs due to potential
on-farm interventions. In addition, the contract shall: 1) Obtain data
and other information that will be used to complete this project,
including published literature on the subject as well as any Federal,
State, and foreign government reports and databases that would be
helpful. 2) Compile a list of interventions that could be sued to
mitigate the problem of SE in shell eggs at the farm level. 3) Using
the USDA SE risk assessment as a base, model the potential pathways for
the introduction of SE into eggs on the farm. The model shall reflect
the potential for interaction effects to either increase or decrease
the probability of shell egg contamination. 4) Gather secondary data
that can be used to estimate probabilities. 5) Use the method of expert
elicitation to derive quantitative estimates of risk reduction of each
of the above interventions and likely combinations. Experts should
include microbiologists, poultry scientists, and veterinarians. The
proposed contract action is for services for which the Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within forty-five days after date of publication
of this synopsis will be considered by the Government. A determination
by the Government not to compete with this proposed contract based
upon responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
