The Program Management Office, Explosive Ordinance Division (PMO-EOD), Indian Head, MD has a requirement to modify the U.S. Navy designed MK16 MOD 0 Underwater Breathing Apparatus (UBA) from a preset .75 constant partial pressure of oxygen (PPO2) to a depth dependent switch between .75 and 1.3 set point PPO2. The upgraded 1.3 PPO2 Primary Electronics Assembly (PEA) of the Clearance Divers Breathing Apparatus (CBDA), manufactured by Carleton Technologies Inc., is sought for incorporation due to its interface capability with the MK 16 MOD 0. This effort will consist of the modification of the Carleton Technologies, Inc. Circuit Card Assembly, Oxygen Control, UBA MK 16 MOD 0; the modification of the Connector Housing Assembly, Electronics, UBA MK16 MOD 0; the modification of the Housing, Lower, UBA MK 16 MOD 0; and the installation of Carleton Technologies Inc. Housing Assembly Sensor. This action is being conducted under other than full and open competition. Carleton Technologies Inc. has been identifiedas the only responsible source due to their unique qualifications as sole manufacturer of 1.3 PPO2 components and their subsequent ownership of the design and data rights thereof.
