Open the following web address: http://procnet.pica.army.mil 2. In order to open the RFP files you must have WinZip installed on your computer. Scroll down the page until you come to "What software do I need?" Click on WinZip and follow the instructions to download this program. 3. From the Site Directory (left side of screen) click on the solicitation button found under Business Opportunities. 4. Scroll through the list until you locate the RFP. Click on the RFP number. This will bring you to the CBD Notice. Scroll down until you get to the button "Click me to download solicitation." 5. Type your company name and your email. Click "Enter", Select "Open this file from its current location" and click "OK". Click "I agree" on the License Agreement box. This will open WinZip. 6.
