Industrial Supply Center, Norfolk Detachment, Washington, DC is
conducting a Commercial Activities OMB Circular (A-76) study for the
Family Service Center, Naval District Washington. The object of the
study is to perform a cost comparison, pursuant to OMB Circular No.
A-76. Accordingly, a contract may or may not ultimately be awarded as
a result of the study/cost comparison. The activity site that shall
host the services is the Family Service Center, Naval District
Washington, Washington, DC. A number of services shall be provided at
the National Naval Medical Center (NNMC) in Bethesda, MD and at other
locations throughout the National Capital Region (NCR) in compliance
with existing Memorandums of Understanding (MOUs). The requirement
shall include FSC support services and programs to approximately 15,000
active duty personnel, approximately 37,000 family members,
approximately 22,000 retirees and family members and approximately
8,600 selective reservists. Accreditation and Retention ofAccreditation
in accordance with SECNAVINST 1754, Feb 99 is required. Services
include but are not limited to the following: 1) Operational Readiness
Support which includes: -- Deployment Support, Return and Reunion
Programs, Ombudsman and Key Volunteer Network Support, Crisis Response
Services, Life Skills Education, Personal Financial Management,
Outreach Services, Sexual Assault and Rape Prevention and Response
Services, and Information and Referral Services; 2) Mobility Support
which includes: -- Relocation Assistance, Transition Assistance,
Employment Assistance, and Exceptional Family Member Support; 3)
Counseling and Advocacy Support which includes: -- Clinical Counseling,
Victim Advocacy, Family Advocacy, and New Parent Support; 4) Management
and Technology Support which includes: -- Management Structure --
ensure quality service delivery, cost efficiencies, Government's
technical expert and point of contact, oversees management, marketing
etc. The anticipated type of contract is Firm Fixed Price (FFP) with a
one-year base period and four one-year option periods. Award will be
on the best value to the government. This requirement is Unrestricted,
Full and Open Competition. All responsible sources may submit a
