The Program Management Office, Explosive Ordinance Division, (PMO-EOD), Indian Head, MD has a requirement for timely and cost effective life cycle support of the Diver Evaluation Unit (DEU). This effort will include acquisition support in the areas of sustainment, maintenance, services, engineering/needs analysis, and equipment testing for DEU, specifically, the MK 103 MOD 0 Mine Counter Measure (MCM) trainer. This action is being conducted under other than full and open competition. Applied Physics Laboratory, University of Washington, has been identified as the only responsible source due to their unique qualifications as designer and sole manufacturer of the MK 103 MOD 0 MCM trainer.
