Children and Families, Office of Family Assistance, requires the
services of a contractor to conduct a series of three State Strategic
Planning and partnership building workshops to educate States and State
partners about key financing and programmatic issues in States'
Temporary Assistance for Needy Families (TANF)programs. With the final
TANF regulations, States have greater flexibility to design and
operate their programs to support TANF and other low-income families as
they work toward self-sufficiency. A specific strategy and action plan
will be developed to ensure utilization of TANF funds and to ensure
the development of more effective self-sufficiency programs. The
contractor will assist in selecting the regions and the States for the
roundtables. The contractor will take the lead for identifying and
inviting appropriate State partner agency staffs to the roundtables.
The contractor will conduct the roundtables by working closely with the
government to plan the topics andthe presenters for the sessions.
Presenters will include national experts, federal officials, State
agency officials and appropriate State agency partners and advocacy
groups. The contractor will manage all the logistics, make all travel
arrangements for the roundtable sessions and provide all needed
materials and equipment. Further, the contractor will conduct a limited
review of research literature to identify promising strategies for
helping low-income families become self-sufficient and determine
successful examples of collaborative partnership initiatives. The
contractor will conduct post activity debriefings and produce summary
reports. The period of performance is twelve months with one
twelve-month option to extend the contract. Interested parties should
