sbuford@psc.gov. The Substance Abuse and Mental Health Services
Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT)
through the Program Support Center, Division of Acquisition Management,
ADP Acquisitions Branch knows of one source, Community Anti-Drug
Coalitions of America (CADCA) capable of coordinating a satellite
broadcast announcing the results from its initiative, "Changing the
Conversation: The National Plan to Improve Substance Treatment." The
tasked involved for this requirement includes, but is not limited to
the following: marketing and communicating the broadcast over various
communication medians; including publications, broadcast faxes, and the
internet; conducting all necessary logistics for establishing two-way
audio and video (uplinks and downlinks) site communications;
communicating with the National Guard on all logistics and assisting
CSAT in the development of the content of on-site materials that will
be handed out at each downlink site. CADCA has an eight year history in
coordinating and promoting many government agencies missions and goals.
CADCA has a unique partnership with the National Guard and an extensive
network of contacts across multiple sectors of the community, including
businesses, parents, media, law enforcement, schools, religious
organizations, health providers, social services agencies and various
levels of government that makes CADCA uniquely qualified to provide the
satellite broadcast necessary for this requirement. The period of
performance shall be from date of award through May 30, 2000. The
Government intends to negotiate an award on a sole-source basis
utilizing simplified acquisition procedures with Community Anti-Drug
Coalitions of America, 901 N. Pitt Street, Suite 300, Alexandria,
Virginia. Firms having the ability to satisfy this requirement must
submit written notification that demonstrates their ability to do so.

affirmative responses are received within 15 days from the date of this
synopsis, the contracting officer will proceed with the acquisition to
