(IPT) at the Naval Air Warfare Center Aircraft Division (NAWCAD),
Patuxent River, MD is pursuing a technology insertion initiative that
will replace Liquid Oxygen (LOX) systems in existing naval aircraft
through the use of Molecular Sieve Type On-Board Oxygen Generating
Systems (OBOGS). THIS ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY.
There is no solicitation available at this time. The purpose of this
sources sought synopsis is to obtain information from sources who feel
they are capable of providing engineering, technical and logistics
support services in the following functional areas: OBOGS system
design, system integration, system installation, and outyear support.
Responses to this sources sought synopsis should be in the form of a
technical approach that outlines processes needed to ensure that all
aspects of a systems engineering methodology are used in the execution
of the program. As a minimum, system design should include processes
such as technology trade-off studies, supportability, reliability,
maintainability etc. System integration should include processes for
investigating interfaces with current aircraft systems (plumbing,
wiring, cooling, etc.), design for maintainer, etc. System installation
should include processes to develop resources needed to completed
installation (e.g. personnel knowledge, skills, training, experience
required, installation time requirements, etc.) The platforms under
consideration for LOX replacement at this time are; C-2A, KC-130T,
TC-130G, C-130T, KC-130J, C-130J, EA-6B, F-14A, F-14B, F/A-18 (series
aircraft BUNO 164195 and below), S-3B, E-2C, TE-2C, TA-4J, T-2C, F-5E,
F-5F, and T-38A. It is requested that all interested parties submit a
capability statement/documentation (under 15 pages) specifically
addressing the technical approach to be taken to satisfy Statement of
Work tasking, potential teaming arrangements, related past performance,
general corporate information, and their business size.

BE SUBMITTED IN WRITING(i.e. fax, e-mail, or letterhead). All responses
will be kept confidential and should not be construed as a commitment
by the Government, nor will the Government pay for any proposal
preparation costs associated with responding to this synopsis.
Proprietary data in the responses will be protected where so
designated. All responses shall be submitted by 12:00 P.M. (Noon)
Eastern Standard Time on 01 September 2000. All responses must be
