This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and in NASA's Online Request For Quote System (RFQS) which will be located at: http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin= . This announcement and the RFQS information constitute the only solicitation, and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) and the Test Program for Certain Commercial Items, FAR 13.5. NASA/KSC plans to acquire an Integrated Standard Dewar and Cryocooler System for Oxygen Liquifaction in accordance with a Statement of Work and Drawing found at the NASA EPS site where this synopsis is located. One system will be required. Documentation, Drawings, and Data as listed in the Statement of Work under "Submittals, Post-Award/Delivery", will also be required with delivery of the system. Delivery of the complete system will be to KSC and is required August 15, 2000. The system shall be delivered to: NASA Transportation Officer Bldg: M6-744 Attention: Amy Houts Bldg: M7-581 Room 1140 Kennedy Space Center, FL 32899 Quote: Offerors are directed to use NASA's automated Request For Quote System (RFQS) to provide their price quote. Offerors must also submit to the Contracting Officer those items identified as "Submittals, Pre-selection Bid" in the Statement of Work. If the quoted item is not a product of the Contractor, the name of the subcontractor shall be provided along with the aforementioned data. The required submittals shall be mailed or faxed to the identified point of contact by the date/time specified. FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS (JAN 1999)(MODIFIED) -- Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price, past performance, and delivery. Technical merit will include such factors as thecapability of the cable to meet or exceed technical requirements. It is critical that quoters provide adequate detail to allow evaluation of their quote (see FAR 52.212-1(b)). Failure to demonstrate the quoted product meets the minimum requirements may result in your quote being considered unacceptable. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoter's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. Questions regarding this acquisition must be submitted no later than May 8, 2000.
