This serves as "Notice of Intent" by the Naval Oceanographic Office (NAVOCEANO) to solicit and negotiate with only one source under the authority of FAR 6.302-1 under Simplified Acquisition Procedures. A subsequent Firm Fixed Price purchase order under the simplified acquisition procedures to CODAR Ocean Sensors, LTD, 125 La Sandra Way, Portola Valley CA is contemplated. This acquisition requirement is for CODAR one site SeaSonde High Frequency Radar Remote site hardware/software unit to include data acquisition; modem control system operation, transmit frequency, waveform parameters; radial current mapping and directional coastal wavefield monitoring with manuals on hardware maintenance and remote site software operation in the 24 to 27 MHz band, Quantity two (2) each, and CODAR Central site computer/software/modems including automatic communications, data retrieval, combination of radial currents to vector currents, display of resulats, automatic setup with user supplied parameters (latitude/longitude and grid setup) with modems rated to 28.8 Kb and manuals on the central station, one, Quantity (1)each. This notice is not a Request for Quotes. All interested parties may identify their interest and capability to respond to this requirement within 10 days of this publication. The response must in writing and must be accompanied and supported by clear and convincing evidence that the items quoted meet the requirement and it is more advantageous to the government than to award directly to CODAR Ocean Sensors, LTD. No solicitation is or will be made available. If no affirmative written response(s)is/are received within 10 days after publication of this notice, a sole source purchase will be made with CODAR Ocean Sensors, LTD. A determination by the Government not to compete this proposed purchase order based on responses to this notice is solely within the discretion of the Government. The information received will normally be considered SOLELY for the purposes of determining whether to conduct a competitive procurement.
