Potential proposers are reminded that award will be on an ""all or
none"" basis, total quantity of titles is 1,070 each, and there are
multiple stateside and APO addresses. Purchase of seventeen(17) Titles
of College-Level Examination Preparation Video Tapes and CD-ROM's.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12-6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
was a Request for Quotation(RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. This is a sole source requirement IAW FAR
6.302-1, and also is a 100% small business set-aside. These seventeen
titles will be shipped to various Air Force locations. Delivery is
required within 30 days after award, FOB Destination, Net 30 payment
terms. The following clauses and provisions apply: FAR 52.212-1 and
52.212-2(a). Clause 52.212-4 shall be included with any offer. W-PAFB
intends to award to: Comex Systems, Inc. The Mill Cottage Mendham, NJ
07945-9990 Authority: 10 USC 2304(c)(1), justification: Supplies
required are available from only one source, and no other type of
supplies will satisfy agency requirements. Mr. Stephen J. Plaisted has
been appointed as Ombudsman to hear concerns from offerors, or
potential offerors, during the proposal development. The purpose of the
Ombudsman is to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. Existence
of the Ombudsman does not diminish the authority of the program
director or the contracting officer. Accordingly, the Ombudsman does
not participate in the preparation of solicitations, the evaluation of
proposals, or the source selection process and, therefore, for routine
matters on individual solicitations, please contact the buyer at the
