83 -- PREFABRICATED COTTON-NYLON DRINKING WATER FILTERS FOR USE IN GUINEA WORM ERADICATION SOL 2000N00085 POC Bill Bancroft, Contract Specialist, Facilities, Construction, Commodities & Equipment Section, 770-488-2611 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and all proposals are being requested at this time. A written solicitation will not be issued. This solicitation is issued as Request for Proposal under RFP No. 2000-N-00085. The solicitation is issued for the purpose of procuring 125,000 prefabricated cotton-nylon cloth drinking water filters. This CDC Office of Global Health project is in support of the Guinea Worm Eradication Program, and the filters are to be used to ensure the safety and sanitation of the personal drinking water during Guinea worm transmission season in Nigeria. The 18 inch/45 centimeter diameter filters, when placed and secured to the top of the individual water storage vessels in the villages, effectively prevent worm infestation in and to the drinking water. The filter shall consist of a square nylon center piece sewn onto the larger circular cotton muslin material. The filter center shall be a square nylon monofilament cloth (100 x 100 micron mesh) measuring 6"x6" (15x15 cm). This nylon center piece is then sewn onto the larger 18 inch cotton muslin cloth piece. Stitched to and running the entire outside border is a nylon drawstring. The nylon center piece is double-stitched to the muslin cloth, and finished with a single stitch hem with a drawstring cinch to secure the cloth over the water vessel. It is estimated that 40 individual filters can be obtained from each square meter of nylon cloth. The 125,000 filters, which shall be shipped in bales of 1,000 each, shall be delivered FOB Destination, not later than July 1, 2000, to Lagos, Nigeria, Africa. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 97-16. This solicitation is an unrestricted procurement under Standard Industrial Classification (SIC) of 2299, with a size standard of 500 employees. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, based on price and the listed factors in the order of Best Value, Best Price and a Timely Delivery Schedule.
