Nancy.L.McCormick.1@gsfc.nasa.gov. NASA/Goddard Space Flight Center
(GSFC) plans to issue a Request for Offer (RFO)5-55119-243 for
Mechanical Engineering Services. NASA/GSFC plans to issue a Request for
Offer (RFO) on a sole source basis to Swales and Associates, Inc. for
a six month extension to the existing Mechanical Systems Engineering
Development Contract NAS5-32650 at GSFC located in Greenbelt, Maryland.
The period of performance is to commence on or about July, 1, 2000.
Under the current contract, mechanical engineering services are
provided to NASA/GSFC. These services consist of on- and off-site
support required to perform spacecraft and instrument mechanical
systems simulation, and research and development tasks. Included is the
engineering and technician support for structural design and analysis,
thermal and contamintion control engineering, optical and RF systems
analysis, attitude and control design and analyses, electrical
engineering, systems analysis, systems safety analyses, documentation
and configuration control, andhardware fabrication, testing,
inspection, assembly and integration. The cumulative knowledge and work
experience Swales gained during performance under the contract makes
them uniquely qualified and capable of performing these critical
services while the follow-on solicitation RFP5-55117-232 is being
competed. In addition, Swales supports many on-going missions including
Hubble Space Telescope (HST) Servicing Mission 3C, Microwave Anisotropy
Probe (MAP), Geostationary Operational Environmental Satellite (GOES),
Triana and Shuttle Small Payloads. Swales' familiarity with the
requirements of these flight projects makes them uniquely qualified to
maintain this support. It is not feasible or cost efficient to bring
in a new contractor for the short term of this extension. This
procurement is authorized under (FAR) 6.302-1, 10 U.S.C. 2304(c)(1)
only one responsible source. However, any interested sources may
contact Nancy McCormick, Contracting Officer, in writing at the address
referenced above. All written responses are due by the date referenced
under General Information/Response Date, or 15 days from the
publication date of this synopsis, whichever is latest. Written
responses may be faxed to (301) 286-1720. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact their
qualifications/capabilities. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. All responsible sources may submit a
proposal which shall be considered by the agency. An Ombudsman has
