Interested small businesses sources are sought for multi-functional base operations support services for an OMB A-76 Cost Comparison Study examining the possibility of converting Government "in house" operations to contractor operations for the Fort Myer Military Community (FMMC) at Fort. Myer VA. This synopsis is for planning purposes and expands the previous Sources Sought Synopsis issued in October of 1999. The currently identified functional areas are: Public Works; Logistics; Plans, Training, Mobilization and Security; Office of the Commander; Headquarters (HQ) Command; Public Affairs; Resource Management; and Personnel and Community Activities. Per FAR 52.219-14, at least 50% of the cost for performing these services shall be incurred by employees of the concern if a contract results. The following is an overview of what is contained in the DRAFT Performance Work Statement (PWS). Public Works functions include environmental programs; site restoration; recycling; pest control; cultural resources; engineering and architectural design support; real property; all housing activity; operations and maintenance of FMMC's infrastructure, utilities, and facilities; and administration of Business Operations Center (including automated facilities systems). Logistics includes material management and property control, transportation, central issue, clothing/equipment repair, and food advisor. Plans, Training, Mobilization, and Security includes administrative support to the director, training support services for military, management of the FMMC history program, function coordinator for events/activities at Ft. McNair. Office of the Commander includes advisory and technical support in the areas of process improvement. Headquarters Command includes administrative support (Command and Company), personnel and training support services for military, postal services, and management of office equipment and supplies. The Public Affairs includes production of the FMMC command information newspaper. Resource Management includes administrative and business support services. The Personnel and Community Activities includes administration of morale, welfare, and education programs and services for military and authorized DoD civilians, such as recreation (arts and crafts, automotive skills, activities/visitors center, event tickets), counseling, continuing education, financial management, library services, marketing, reassignment, reenlistment transition and retirement support services for military; administrative support for personnel operations and records; and Equal Opportunity assessment, planning implementation, and program evaluation. The contract term will consist of a phase-in period, base year and four option years. Performance is estimated to begin 1 Oct 01. These functions may not be all inclusive. Interested small businesses may submit a capability statement for any combination of the functional areas listed. The primary SIC is 8744, size standard $20MIL.
