(CDC) intends to award a sole source contract to University of Arizona
Health Sciences Center, Tucson, AZ, to conduct the US/Mexico Border
health Project as directed by Congress in FY2000 Report #1065-419 to
accompany HR 3064 (Department of Labor, Health, and Human Services, and
Education and Related Agencies Appropriations Bill, 2000) -- Committee
Report dated November 17, 1999. The purpose of the US/MX Border Health
Diabetes/Chronic Disease Project is to help diminish the impact of
diabetes and related chronic diseases on the border population by
providing data coordination and technical assistance to the Binational
Diabetes Project, conducting research, implementing and evaluating
interventions along the US/Mexico border region. The contractor for
this project must be an academic institution located at the border
region and capable of conducting rigorous research and evaluation of
health promotion activities. In order to maximize the use of these
resources and to not duplicate similar existing CDC funded efforts
along the border, CDC intends that these resources be used in a manner
complementary to existing efforts. The purpose of this project is to
reduce the devastating impact of diabetes among persons living along
the border. The project intends to support an existing CDC-sponsored
collaborative study at the US/Mexico border, which involves a health
survey among adults aged 18 years and older. This study will assess the
prevalence of diabetes and related risk factors and the use of an
access to health services in the border region. The information will be
used to develop and implement programs for diabetes prevention and
control along the border region. The anticipated performance period is
one year from date of award which is anticipated on or about September
15, 2000. It is believed that the University of Arizona possesses the
capability and is uniquely qualified to perform these tasks due to the
fact that the contractor has expertise to conduct public health
surveillance and to evaluate health promotion interventions and
activities, especially as they relate to the US/MX border population
afflicted by diabetes, or at risk for diabetes, its co-morbidities and
complications. All responsible sources qualified to provide the
foregoing services may submit a response which may be considered by the
